FOREWORD

This book contains a compilation of the material which comprised the First Printing of the Second Edition of the Selective Service Regulations and consists of the following subdivisions:

Conversion Table. The Conversion Table shows the relation between the "sections" and "parts" of the Second Edition of the regulations and the "paragraphs" of the six volumes which made up the First Edition of the regulations.

Index. This index covers only the Selective Training and Service Act of 1940, as amended, and the regulations as they were in effect on February 1, 1942.

Laws. In this subdivision appear the Selective Training and Service Act of 1940, as amended, and the text of amending laws and selected related laws which affected the selective service program up to February 1, 1943.

Regulations. The Second Edition of the Selective Service Regulations is divided into parts, with the first part being numbered "601." All part numbers are in the 600 group. The regulations appearing in this subdivision are the basic parts which comprised the First Printing of the Second Edition as it went into effect on February 1, 1942. Preceding each part is a list of the sections of that part which were amended and the Amendment numbers.

Tables. This subdivision contains the following tables:

(1) Table of Forms Cited in Selective Service Regulations, as of February 1, 1942.

(2) Table of Effective Dates, Federal Register Citations, and Packets.

(3) Table of Amendments, Parts or Sections Affected, and

Purpose.

Amendments. There were 125 amendments to the First Printing, Second Edition, Selective Service Regulations. These amendments are numerically arranged in this subdivision.

Inasmuch as the Second Printing of the Second Edition of the Selective Service Regulations (the current Selective Service Manual) was originally merely a reprinting of the regulations as of February 1, 1943, and continued the same numbering system for amendments, the Historical Notes have not been included in this book. The Historical Notes currently in use cover all amendments which have been made to the Second Edition of the Selective Service Regulations.
