In former years it was my great privilege to have frequent conversations with you on subjects of public interest, and I was deeply impressed by the frankness with which you expressed your opinions, the prodigious extent of your learning, and the uniform courtesy and generosity with which you spoke of political oppo

nents.

To be permitted to inscribe the name of an accomplished scholar, who is also the most illustrious statesman of modern times, upon these pages is no small compensation for the toil and anxiety which they have cost me. If they should appear to you unworthy of that honour, I will plead by way of apology the words of Cicero:-Utinam modo conata efficere possim.
