The Commission established a series of depository libraries where the access permit holders participating in the Civilian Applications Program can consult classified reports made available to them. These depositories have been located at the Massachusetts Institute of Technology for the Boston area; at the Argonne National Laboratory for the Chicago area; at the National Reactor Testing Station, Idaho Falls, Idaho; at the New York Operations Office, New York City; at the Reference Center, Technical Information Service Extension, Oak Ridge, Tenn.; at the Stanford Research Institute, Palo Alto, Calif.; and at the Atomic Energy Commission Headquarters, Washington, D. C.

MISCELLANEOUS AMENDMENTS

These amendments to Title 10, Chapter I, eliminate the former address of the Atomic Energy Commission and substitute therefor the new mailing address. They also provide that communications and papers may be delivered in person either at 1717 H Street NW., Washington, D. C., or at Germantown, Md.

The amendments further provide for appropriate recognition of the organizational units created upon dissolution of the Division of Civilian Application.

Because the amendments are corrective only, and because interested persons will not be adversely affected, the Atomic Energy Commission has found that general notice of proposed rule making and public procedure thereon are unnecessary; and that good cause exists why these amendments should be made effective upon publication in the Federal Register without the customary 30-day period of notice.

4. The title "Office of Industrial Development" is substituted for the name "Division of Civilian Application" wherever it appears in Parts 25 and 95.

5. Effective February 15, 1958, § 30.22 of Part 30 is amended by deleting "Post Office Box E, Oak Ridge, Tennessee" and substituting therefor "1717 H Street NW., Washington,

D. C."

At the present time the supply of uranium is such that it is no longer deemed necessary or appropriate to continue this restriction in effect.

Inasmuch as this amendment is intended to relieve from, rather than to impose, restrictions under regulations currently in effect, the AEC has found that general notice of proposed rule making and public procedures thereon are unnecessary and that good cause exists why this amendment should be made effective without the customary period

of notice.

(b) Oath or affirmation. Each application for a license, including whenever appropriate a construction permit or amendment thereof, should be executed in three signed originals by the applicant or duly authorized officer thereof under oath or affirmation.

(c) Number of copies of applications. Each filing of an application for license authorizing export only or amendment thereof should include, in addition to the three originals, three copies of the application. Each filing of any other application under this section should include, in addition to the three signed originals, 19 copies of the application, except that with respect to that portion of the application containing the information required by § 50.34 (Hazards Summary Report) the filing should include 40 copies.

PART 112-ENIWETOK NUCLEAR TEST
SERIES, 1958

On February 14, 1958, the Atomic Energy Commission issued public notice of the danger area to be established April 5, 1958, in connection with the forthcoming HARDTACK nuclear test series to be conducted at the Eniwetok Proving Ground in the Marshall Islands. The efficient and early completion of this test series, which is to begin in April 1958, is of major importance to the defense of the United States and of the free world.

For the purposes of sec. 223, 68 Stat. 958; 42 U. S. C. 2273; §112.4 issued under sec. 161 i, 68 Stat. 949, 42 U. S. C. 2201 (i).

§ 112.1 Purpose. The regulations in this part are issued in order to permit the Atomic Energy Commission in the interest of the United States to exercise its authority pursuant to section 91. a. of the Atomic Energy Act of 1954, as efficiently and expeditiously as possible with a minimum hazard to the health and safety of the public.

§ 112.2 Scope. This part applies to all United States citizens and to all other persons subject to the jurisdiction of the United States, its Territories and posses

sions.

§ 112.3 Definitions. As used in this

(a) "Danger area" means that area established, effective April 5, 1958, encompassing the Bikini and Eniwetok Atolls, Marshall Islands and which is bounded by a line joining the following

In view of the importance of these tests to the national defense, the poten-geographic coordinates: tial hazard to the health and safety of individuals who enter the danger area, and the early starting date of the tests, the Atomic Energy Commission has found that general notice of proposed rule making the public procedure thereon would be contrary to the public interest; and that good cause exists why these rules should be made effective without the customary period of notice. Pursuant to the Administrative Procedure Act, Public Law 404, 79th Congress, 2d Session, the following rules are published as a document subject to codification, to be effective upon filing with the Federal Register:

(b) "HARDTACK test series" means that series of nuclear tests to be conducted by the Atomic Energy Commission and the Department of Defense at the Eniwetok Proving Ground located within the danger area as defined in paragraph (a) of this section and which are to begin in April 1958, and end at an announced time during the calendar year 1958.
