All prime contractors and subcontractors seeking or being awarded contracts/subcontracts in excess of $500,000 must comply with the law. Public Law 95-507 will impact proposals submitted to the Federal government, and will affect any contract/subcontract you are awarded over $500,000 by requiring the submission of a detailed subcontracting plan including:

1. percentage goals for participation of small/disadvantaged business firms;

2. a description of how the firm will provide subcontracting opportunities, and how you will effectively administer the plan to attain percentage goals;

3. a flow-down provision for all subcontracts over $500,000;

4. a declaration that the firm will develop records, submit periodic reports, and cooperate with SBA and procuring agencies in compliance with audits; and

5. a list of records the firm will keep to show compliance with the plan.

The law's purpose and scope is directed to increasing the business of small and minority firms, and our distinguished group of speakers is dedicated to instruct the executives and administrators of small and minority business firms how to increase their opportunities for awards, and to instruct government personnel and prime contractor personnel in procurement, contracts, marketing and counsel how to administer their program and remain in compliance with the law.

There will be a minimum of seven speakers at each conference:

⚫ three from Small Business Administration: in Headquarters, one from Procurement Assistance, and one from Minority Small Business and Capital Ownership Development, and the third from the Administrator.

⚫ two or three from executive agencies;

⚫ one prime contractor representative; and

⚫ one moderator.

The Marine Corps conducted its annual Field Contracting
Seminar during the period 23-26 October 1979 in San Diego,
California. Mr. Robert Burnside, the procurement repre-
sentative for the Small Business Administration at San
Diego, very graciously agreed to take time from his busy
schedule to address the seminar participants.

Mr. Burnside's presentation on. Small and Minority Business
was most timely in view of the changes to small business
Irocedures required following passage of P.L. 95-507. Mr.
Burnside enjoys the reputation of being an authority in
his field and his presentation was of great interest to
the seminar participants. It is felt the meaningful dis-
cussions that ensued at the seminar will be most helpful
i furthering our efforts on behalf of small and disadvan-
taged business firms and will materially assist the Corps
toward achievement of its assigned goals in these critical

areas.

I extend my appreciation to you for the contribution made
by Mr. Burnside and request that you convey my thanks to
him for a job very well done.
