COMMITTEE ON THE DISTRICT OF COLUMBIA,

The subcommittee met, pursuant to notice, at 9:10 a.m., in room 6226, New Senate Office Building, Senator Wayne Morse (chairman of the subcommittee) presiding.

Present: Senators Morse and Dominick.

Also present: Chester H. Smith, staff director; Richard E. Judd, professional staff member; Owen J. Malone, associate counsel; James S. Medill, assistant counsel; and Howard A. Abrahams, assistant counsel.

Senator MORSE. The hearing will come to order.

The subcommittee meets this morning to conduct hearings on S. 1916, S. 1917, S. 2317, and H.R. 13042 which provide for the election of members of the District of Columbia Board of Education.

S. 1916 and S. 1917 were both introduced by my distinguished colleague on the committee, Senator Dominick, who has provided leadership on the problem of providing the people of the District of Columbia a voting voice in connection with the selection of a school board.

On August 17, 1967, I introduced S. 2317 on behalf of myself and 19 Members of the Senate. S. 2317 carries out the recommendations contained in President Johnson's message to the Congress of August 16, 1967, pertaining to the election of a District of Columbia School Board. It is substantially the same as title XVI of S. 1118, the District of Columbia home rule bill passed by the Senate on July 22, 1965. I might also point out that title XVI is contained in S. 315, the socalled Morse home rule bill, which I again introduced in the Senate this year.

H.R. 13042 passed the House of Representatives on September 25, 1967. I wish to take this opportunity to express my deepest appreciation to the members of the House District Committee and to the House of Representatives for approving H.R. 13042 and sending it to the Senate for these hearings and final action.

I believe it is only fair that I reiterate what I have said many times: I would much prefer to have true home rule for the District of Columbia than the bills presently before us. I recognize, however, that it is not possible to get a true home rule bill passed in this Congress. However, I think we are making another stride toward the eventuality
