BIOGRAPHY

CHARLES B. CURTIS

On November 1, 1993, President Clinton nominated Charles B. Curtis to serve as the Under Secretary of Energy. The post, which is the third-in-command at the U.S. Department of Energy, has management responsibility for science and technology programs, nuclear weapons programs, and environmental cleanup and safety programs.

As the senior partner in the Washington law firm of Van Ness. Feldman & Curtis. Mr. Curtis has practiced administrative law in a broad range of areas including public utilities, oil and gas, natural gas pipelines, electric power generation and transmission, hydroelectric power, alternative energy, project finance, securities and accounting.

In 1977, President Carter appointed Mr. Curtis as Chairman of the Federal Power Commission. When the Federal Energy Regulatory Commission was established in October of 1977, Mr. Curtis was named as the first Chairman of the Commission. He served in that capacity until January of 1981.

In 1962. Mr. Curtis received both Bachelor of Science and Bachelor of Arts degrees from the University of Massachusetts, Amherst. He then attended the Boston University School of Law where he graduated with honors in 1965. Mr. Curtis also served as an Editor of the Boston University Law Review.

Following his admission to the bar, Mr. Curtis worked for six years in the United States Govemment, first at the Department of the Treasury and then at the Securities and Exchange Commission.

In 1971, Mr. Curtis joined the staff of the U.S. House of Representatives where he served for six years as counsel to the Committee on Interstate and Foreign Commerce (later the Committee on Energy and Commerce) with chief of staff responsibilities in energy, securities and consumer protection. Mr. Curtis has practiced law for the last 13 years in Washington, DC.

A Pennsylvania native, Mr. Curtis now resides in Bethesda, Maryland with his wife. The couple has one child.
