BULLETIN English Edition OF THE International Labour Office International Labour Legislation The standing orders of the International Conference on Labour Legislation which sat at Berne from May 8 to 17, 1905, contain, in Art. 12, the provision that the decisions reached by the Conference should be compiled in the form of draft international agreements, signed by the approving delegates, and submitted to the States concerned by the good offices of the Swiss Federal Council through diplomatic channels. (G.B. IV., p. 1.) In pursuance of this injunction, the Swiss Federal Council submitted. the full report of the Conference in the form of a Circular Note, dated June 26, 1905, to the States concerned, and opened negotiations with a view to convoking a diplomatic Conference by means of which the "principles " might be developed into real conventions. The results of these negotiations were communicated to the various States by a further Circular Note of the Swiss Federal Council, dated June 14, 1906. The idea that the "principles "should be realised in practice was accepted without limitation by the following States :-Germany, Austria, Hungary, Belgium, Denmark, France, Italy, Luxemburg, the Netherlands, Switzerland. Portugal and Sweden declared themselves ready to take part in the prohibition of the night-work of women; Norway explained that, in spite of her entire sympathy with the objects of the Conference, she did not consider herself at present able to take part therein. The United Kingdom was ready to accede to the Convention on the night-work of women under certain conditions, viz. : (1) The adhesion of all States engaged in international competition, and that it should also be made possible for other States, in which certain industries might develop in the future, to adhere later on. (2) The introduction of a sufficient guarantee that the provisions of the Convention would be carried out. Further, the British Government wished the following matters to be dealt. with: (a) the period of application of the Convention; (b) the institution of a court or commission to inquire into alleged contraventions and to prepare amendments to the Convention which might be necessary in view of possible chemical or mechanical inventions. Moreover, the Conference was to consider the conditions necessary for the convocation of future conferences. The British Government also wished |
