§ 711.5 Eligibility for enlistment and reenlistment.

(b) Age. An applicant must have attained her 20th but not her 38th birthday.

(1) Completion of enlistment prior to 38th birthday. No applicant will be

given the oath of enlistment who has attained her 38th birthday.

PART 800-GENERAL DUTIES OF THE QUARTERMASTER GENERAL

§ 800.1 General duties of The Quartermaster General. (a) The Quarter

master General, under the authority of the Secretary of War and under the supervision of the Commanding General, Services of Supply, is charged with the procurement, storage, and distribution

for the Army of all supplies of standard manufacture and of all supplies common with the procurement, storage, and disto two or more arms or services but not tribution of special or technical articles to be used or issued exclusively by other supply departments; with the furnishing of means of animal transportation of all classes and kinds required by the Army; and with such other duties not otherwise assigned by law as the Secretary of War may prescribe: Provided, That special and technical articles used or issued exclusively by other arms or services may be purchased or procured with the approval of the Under Secretary of War by the services using or issuing such articles, and the chief of each supply service may be charged with the storage and issue of property pertaining thereto.

(b) The Quartermaster General is responsible for the establishment of and general supervision over all national cemeteries, soldiers' plots, Confederate burial plots, monuments, and parks under the jurisdiction of the War Department and the records pertaining thereto. In addition, he has direct control and supervision over Arlington National Cemetery and Mexico City National Cemetery. He is responsible for the purchase of grave sites; the procurement and supply of Government headstones and grave markers; the recovery and disposition of remains of military and civilian personnel when such expenses are payable from War Department appropriations; and he is Graves Registration Service officer within the continental limits of the United States.

(c) The Quartermaster General has charge of training facilities under jurisdiction of The Quartermaster General for providing advanced specialist training for Quartermaster Corps personnel and others as prescribed by the Secretary of War. Subpart A—Introduction

§ 801.101 Publication of procurement regulations. Prior to July 1, 1942, it was the practice of the War Department to publish procurement regulations in the form of Army Regulations, War Department Procurement Circulars, and otherwise. As of July 1, 1942, the present numbered series of procurement regulations was issued to replace all other procurement regulations in effect as of that date. As changes in or additions to these regulations become necessary, they are currently effected by the publication of revisions.

§ 801.102 Rescission of Army Regulations. The following Army Regulations have been rescinded: AR 5-50 AR 5-160 AR 5-100 AR 5-200 AR 5-140 AR 5-220

$801.103 Rescission of other regulations, instructions and directives. (a) Effective July 1, 1942, all War Department Procurement Circulars not theretofore rescinded, and the temporary series of procurement regulations with numbers followed by "T", have been rescinded.

(b) All regulations, instructions and directives inconsistent with these procurement regulations as originally issued under date of July 1, 1942, or with any revision thereof, shall be deemed rescinded as of July 1, 1942, or as of the date of such revision, as the case may be. $801.105a Reference to units the designation of which has since been changed, or which have been abolished and their functions transferred to other units. (a) From time to time, the designation of various units referred to in these regulations has been changed since the issuance of the particular regulation or revision in which they are referred to, or such units have been abolished and their functions transferred to other units. It has generally been found impractical to make an immediate revision of the regulations to reflect such changes. The appropriate changes, however, are made in these regulations (except in the case of direct quotations) as occasion arises to reprint pages for other reasons. In the meantime, references to any such units should be read as if these regulations had been amended in accordance with such changes.

(b) Among such changes, particular attention is directed to the following, affecting the units named in italics below:

(1) Services of Supply. Section I of General Orders No. 14, W. D., dated March 12, 1943, provides that "The name of Services of Supply is changed to Army Service Forces"; and ASF Circular No. 30, dated May 15, 1943, provides in part that "The services heretofore designated as 'supply services' will hereafter be known as 'technical services' ". (2) War Food Administration. Executive Order 9577, dated June 29, 1945, and effective at the close of business on June 30, 1945, terminated the War Food Administration, and transferred the functions, duties and powers of the War Food Administrator to the Secretary of Agriculture.

(3) Defense Plant Corporation; Metals Reserve Company; Rubber Reserve Company; Defense Supplies Corpora

tion. By Joint Resolution of Congress (Public Law 109-79th Congress), approved June 30, 1945, and effective on July 1, 1945, Defense Plant Corporation, Metals Reserve Company, Rubber Reserve Company and Defense Supplies Corporation were dissolved, and their assets and liabilities were transferred to Reconstruction Finance Corporation, of which they had been subsidiaries.

(4) Production Division; Purchases Division. ASF Circular No. 329, dated August 31, 1945, provides in part that "Effective September 31, 1945, the Production and Purchases Division is established under the jurisdiction of the Director of Matériel to consist of the former Production Division and the former Purchases Division"; and the authority previously granted to the Director, Purchases Division, has been delegated to the Director, Production and Purchases Division (See § 801.107-6).

(5) Legal Branch, Office of the Director of Matériel. War Department Circular No. 273, dated September 10, 1945, establishes the Office of Procurement Judge Advocate, and prescribes his authority and duties; and Section III of ASF Circular No. 345, 1945, dated September 13, 1945, provides in part that "The staff of the Legal Branch, Office of the Director of Matériel, is transferred to the Office of the Procurement Judge Advocate, and the positions of Legal Assistant to the Director of Matériel, Chief, Legal Branch, Office of the Director of Matériel, and of Legal Adviser to the Readjustment and Renegotiation Divisions, and the Legal Branch, Office of the Director of Matériel, are abolished".

(6) Surplus Property Board. By Public Law 181-79th Congress, approved September 18, 1945, and effective October 1, 1945, there was established in the Office of War Mobilization and Reconversion a Surplus Property Administration to be headed by a Surplus Property Administrator; and the Surplus Property Board was abolished and all of its functions transferred to the Surplus Property Administrator.

(7) War Production Board. By Executive Order 9638, dated October 4, 1945, and effective as of the close of business on November 3, 1945, all functions and powers of the War Production Board were transferred to the Civilian Production Administration established by that order in the Office for Emergency Management of the Executive Office of the

§ 801.106-1 Distribution to military establishments of complete sets of procurement regulations and of revisions to complete sets. (a) Complete sets of procurement regulations and of revisions to complete sets are distributed to military establishments by:

(b) All communications pertaining to the distribution of complete sets of procurement regulations and of revisions to complete sets, including:

(1) Requests for complete sets;

(2) Requests for increase or decrease in the number of copies of revisions to be furnished;

(3) Requests for copies of particular revisions;

(4) Requests for missing pages or tab cards;

(5) Requests for change of address to which revisions are to be forwarded;

(6) Requests that mailings of revisions be discontinued; should be addressed and forwarded directly to the address mentioned in paragraph (a) of this section.

(c) Any request for complete sets should specifically indicate whether or not any addition or other change is to be made in the mailing list for future revisions.

(d) Any request which involves any increase or decrease in the number of copies of revisions to be furnished should specify not only the new number of copies desired but also the number of copies currently being furnished. In addition, any such request and any request for a change of address should specify the mailing address (as appearing on the envelope or package in which revisions are received) to which revisions currently are being forwarded.

(e) Any request which involves an increase in the number of copies of com

plete sets being maintained at an installation, or an increase in the number of copies of revisions to be forwarded to an installation, should be accompanied by information concerning the need for the increase.

(f) Communications (including requests mentioned in this section) pertaining to the distribution of procurement regulations may be by letter or memorandum. Such requests need not be in the form of formal requisitions.

§ 801.106-2 Distribution to military establishments of Procurement Regula– tion No. 7 and Joint Termination Regulation (PR 15 in separate form). (a) Procument Regulation No. 7 and the Joint Termination Regulation (PR 15) are included in complete sets of Procurement Regulations and in revisions to complete sets. Section 801.106-1 relates to distribution of complete sets and revisions to complete sets. In addition, Procurement Regulation No. 7 and the Joint Termination Regulation (PR 15) and changes thereto, in separate form, are available to military establishments as indicated in paragraphs (b) and (c) of this section.

(b) Procurement Regulation No. 7 and changes thereto, in separate loose-leaf form, are distributed through Adjutant General Depots and, in case of the Army Air Forces, through ATSC District Offices and Headquarters, Air Technical Service Command, Wright Field, Dayton, Ohio. Requisitions for Procurement Regulation No. 7 and changes thereto, in separate form, should be addressed and forwarded to the appropriate distribution office and not to the address mentioned in § 801.106-1 (a).

(c) The Joint Termination Regulation (PR 15) and changes thereto, in separate loose-leaf form, are distributed through the Readjustment Distribution Center, 90 Church Street, New York 7, New York. Requests for the Joint Termination Regulation and changes thereto, in separate form, should be addressed and forwarded to that office and not to the address mentioned in § 801.106-1 (a).
