ERVIN, Jr., Chairman, Committee on Government Operations, DEAR SAM: The Advisory Commission on Intergovernmental Relations, established by Public Law 86-380, will mark its fifteenth anniversary on September 24, 1974. To note this occasion and as part of its responsibility to evaluate the recommendations and work of the Advisory Commission, the Subcommittee on Intergovernmental Relations recently requested the staff of the ACIR to prepare a Fifteen-Year Report. This report updates two similar reports prepared at five-year intervals by the Commission staff.
