Mr. ROONEY. Why not?

Mr. HOOFNAGLE. I can give you that only by giving you the total inventory and showing you the replacement that is planned for each of these vehicles. We have an inventory showing the automobile and its age and the replacements planned in 1959 and 1960, but, as you point out, this is in great detail and covers 31 pages.

Mr. ROONEY. Now, with the GSA standard being 6 years for replacement vehicles, how many of these vehicles are over 6 years old or over 5 years old?

Mr. HOOFNAGLE. Again, we have not summarized them by the age. Mr. ROONEY. This is just all a buckshot proposition; is it?

Mr. HOOFNAGLE. No, sir.

Mr. ROONEY. Is not that a fair statement?

Mr. HOOFNAGLE. I think not, sir.

Mr. ROONEY. If it is not, it's all right to say so.

Mr. HOOFNAGLE. No, sir; I think not. We have, as I point out here, a list of each automobile in our inventory. We show what we plan to replace in 1959 and what we plan to replace in 1960. The inventory for each car gives the model year.

Mr. ROONEY. How does this work in connection with the very first page where you show that in Burma you plan the replacement of 2 station wagons, 1 you number 12.4?

Is that a replacement of a vehicle in the inventory column?

Mr. HOOFNAGLE. Yes, sir.

Mr. ROONEY. In other words, you want to replace a 1956 Volkswagon with a brandnew station wagon. Is that the way this works? Mr. HOOFNAGLE. In 1960

Mr. ROONEY. This applies to the two requested in your replacement vehicles for 1960; is that it?

Mr. HOOFNAGLE. Yes, sir. I would like to point out in this connection that in many countries of the world the condition of the roads and the facilities for repair and upkeep are such that we do not use and cannot use the same standards of maintenance that we use in the United States. Before these vehicles are replaced the post will come in with a request, showing the condition and need for the replace

ment.

Mr. ROONEY. With regard to page 2 you want two carryalls. What do they replace?

Mr. HOOFNAGLE. The first carryall would replace the International listed as the second automobile in the inventory column. Mr. ROONEY. And these are 1955 vehicles?

Mr. HOOFNAGLE. Yes, sir.

Mr. ROONEY. And you have no figures on the mileage?

Mr. HOOFNAGLE. No, sir.

Mr. ROONEY. And, again, in Formosa, you want to replace two 1956 station wagons with new ones; do

you?

Mr. HOOFNAGLE. That is correct, sir.

Mr. ROONEY. And at page 3 you request the replacement of three 1956 vehicles with new ones; is that correct?

Mr. HOOFNAGLE. In Indonesia we are asking for replacement of three 1956 vehicles in 1960.

Mr. ROONEY. At page 5 in Malaya you want to replace a 1955 station wagon and a 1956 station wagon; do you?

Mr. HOOFNAGLE. Yes, sir.

Mr. Chairman, this program, if adopted, would provide for a fleet replacement in 5 years, and would give us an average vehicle age of 3 years. I have mentioned some of the problems in terms of the condition of roads and maintenance. Another factor is, of course, that trade-in receipts are much better when an automobile is traded in after 3 or 4 years of usage.

Mr. ROONEY. At page 6 you want to replace a 1957 Chevrolet sedan with a brandnew one; do you?

Mr. HOOFNAGLE. Yes, sir.

Mr. ROONEY. In Vietnam you propose to replace a 1957 Ford sedan with a new one, and a 1957 Chevrolet truck with a new one; do you? Mr. HOOFNAGLE. Yes, sir.

Mr. ROONEY. Where is the vehicle that the last item in the righthand column on page 6 replaces? What does it replace?

Mr. HOOFNAGLE. That would replace a Chevrolet station wagon shown on the following page.

Mr. ROONEY. And that is a 1957 station wagon?

Mr. HOOFNAGLE. Yes, sir. This is in 1960.

Mr. ROONEY. I think it might be interesting to insert all this in the record. We shall do so at this point.
