1 Allotments under sec. 502 (b) are made according to the financial need of each State for assistance in carrying out State plans after taking into consideration the number of live births in each State, upon receipt of State plans and budgets. GRANTS TO STATES FOR SERVICES FOR CRIPPLED CHILDREN

Mr. HARE. The next item is on page 189, grants to States for services for crippled children under the Social Security Act. We note that you had a request for 1946 of $3,870,000, and you have a corresponding request for 1947.

Miss LENROOT. That is right.

Mr. HARE. That is also required by statute?

7. Grants to States for services for crippled children, Social Security Act, Children's Bureau

Appropriation 1946 and estimate 1947.

$3,870, 000

An annual appropriation of $3,870,000 for grants to States for services for crippled children is authorized in title V, part 2, of the Social Security Act, approved August 14, 1935, and amended August 10, 1939. The Federal grant is "for the purpose of enabling each State to extend and improve (especially in rural areas suffering from severe economic distress), as far as practicable under the conditions in such State, services for locating crippled children, and for providing medical, surgical, corrective, and other services and care, and facilities for diagnosis, hospitalization, and after-care, for children who are crippled or who are suffering from conditions which lead to crippling."

All 48 States, the District of Columbia, Alaska, Hawaii, and Puerto Rico participate in the crippled children's program. Plans are submitted to the Children's Bureau each fiscal year by the State agency responsible for the services, and are approved by the Chief of the Children's Bureau.

The act specifies that the Secretary of Labor shall make allotments to States of the sums authorized for appropriation each year as follows:

Amounts authorized for allotment under section 512 (a) (fund A) are required to be matched by State or State and local funds, and are available for payment of half the total expenditure under approved State plans (within the amount allotted to each State). Amounts authorized for allotment under section 512(b) (fund B) are available for payment on the basis of financial need as shown in State plans, and are not required to be matched. Fund A is available for payment to the States for three fiscal years, and fund B is available for 1 year only A statement showing the number of crippled children on State registers and the services provided crippled children through State agencies during the calendar years 1942, 1943, and 1944 is attached (table No. CC-1).

Detailed statements showing funds available, payments made and balances for the fiscal year 1944, estimated payments and balances for the current fiscal year based on the most recent available information, and a summary statement are attached (tables No. CC 2, CC-3, CC-4).

The unallotted balance of $11,320 which represents the reduction in Pennsylvania's allotment in accordance with 2 orders of the U. S.
