The journals of the house and senate, and the laws of 1926, shall be printed and published within eight months after the adjournment of the session of the legislature of 1926, provided that the amount appropriated for printing shall be payable only upon the performance of printing contract at the time and in the manner provided by law.

The several appropriations herein made are made upon the express condition that in the event the salaries of officers, their deputies, assistants, and employees, shall be decreased by law during the session of the legislature of 1926, the amount paid such. officers, deputies, assistants, and employees, shall be such amount as fixed by such law without regard to the sums herein appropriated.

Provided that no officer or employee for whom money is appropriated in this act shall be paid more money than is provided by law as his or her salary or compensation where said salaries are fixed by law.

Sec. 2. That this act take effect and be in force from and after its passage.

CHAPTER 2.

HOUSE BILL No. 13.

AN ACT making an appropriation to cover the expenses of the regular session of the legislature of 1926.

To pay expenses of 1926 session of Legislature.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one hundred and fifty-five thousand dollars ($155,000.00), or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, to pay the salary and mileage of the members of the legislature for the regular session of 1926; and that the sum of forty thousand dollars ($40,000.00) as a contingent fund for the house of representatives, and twenty thousand dollars ($20,000.00) as a contingent fund for the senate is also appropriated.

Employees to be paid out of contingent fund.

Sec. 2. The secretary and all employees of the senate and the clerk and all employees of the house of representatives shall be paid out of the contingent fund, which shall be expended under the direction of the senate and house of representatives, as the ease

may be, on certificate of the presiding officer, countersigned by the secretary of the senate or by the clerk of the house of representatives.

Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 3.

HOUSE BILL No. 14.

AN ACT making an appropriation for the support and maintenance of the Mississippi State College for Women.

For support and maintenance of Woman's College.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be and the same are hereby appropriated, out of any money in the state treasury not otherwise appropriated, for the purpose hereinafter indicated, for the support and maintenance of the Mississippi State College for Women, for the biennial period beginning January 1st, 1926 and ending Jan uary 1st, 1928.

Support fund for 1926 (including salaries, books and

periodicals, printing, improvement of grounds, student
labor, laboratory equipment, chemistry, physics, bi-
ology, botany, and zoology, physiology, and hygiene,
bacteriology, sewing, millinery, fine and applied arts,
domestic science, instructional material for academic
departments, heat, light and water for public build-
ings and campus, and elevator service).

The accrued interest from November 1st, 1925 to May
1st, 1926, upon funds paid into the state treasury,
as proceeds of the sale of land donated to the Indus-
trial Institute and College by the United States gov-

Sec. 2. The several sums of money hereinbefore provided for shall be paid by the state treasurer out of any money in the state treasury not otherwise appropriated as the necessities of said institution may require, upon a written statement showing the necessity for drawing such an amount made by the president, or an executive committee of such institution, and approved by the president of the board of trustees, and all sums that shall not be used shall be covered back into the state treasury.

Salary of president and secretary.

Sec. 3. The salary of the president shall not exceed forty-eight hundred dollars ($4,800.00) per annum, and the salary of the secretary and business manager shall not exceed three thousand dollars ($3,000.00) per annum, and such officials shall not receive any other compensation whatever from the funds hereby appropriated, or from any other source, whatever, and the board of trustees of the university and colleges shall not directly or indirectly allow any other compensation to any such officials.

Provided, that nothing herein shall prevent the secretary of this institution from receiving reasonable compensation from other funds, within the discretion of the board of trustees for duties in connection with the college, outside of his secretarial duties. Funds appropriated must pay all obligations of College.

Sec. 4. The funds herein appropriated, together with any other funds of the college, shall pay all obligations of the institution to January 1st, 1928. This appropriation is made upon the condition that all funds herein provided for shall be accounted for in a detailed statement showing when, to whom, and for what purpose applied, and the said statement to be submitted to the legislature at its next regular session and within ten days after the convening of same.

Sec. 5. That the president of said institution by and with the consent of the board of trustees, when the best interest of the institute will be served, and economy and efficiency promoted, may transfer funds from one department to another. A statement of the date of said transfer, the amount transferred, and the reason

for making the same, shall be spread at large on the minutes of the board of trustees. However, none of such funds so transferred shall be used for increasing or paying salaries.

That the head of the department shall make annually a report of all funds received from students or other college sources, from whom received and to whom paid, and that no funds received shall be used to supplement any salary.

Sec. 6. That this act shall take effect and be in force from and after its passage.

CHAPTER 4.

HOUSE BILL NO. 12.

AN ACT making an appropriation for the support, maintenance, furnishings, general and special equipment for the University of Mississippi for the years 1926 and 1927.

For support, improvements, equipment, etc., of the University.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be, and the same are hereby appropriated out of any money in the state treasury not otherwise appropriated, for the support, maintenance, furnishings, general and special equipment of the University of Mississippi for the biennium beginning January 1st, 1926, and ending January 1st, 1928, to-wit:

Interest funds.

For interest on original seminary fund, deposited in the state treasury, for the year 1926.

Special funds.

For college of liberal arts, school of law, medicine, pharmacy, engineering, education, commerce, and business administration, departments of physics, astronomy, geology, chemistry, biology, furniture, and equipment, student labor and student assistants, lights, heat and water for public buildings, library, printing, campus improvements, during 1926 and 1927.

How funds to be drawn from treasury.

Sec. 2. The several sums of money herein before provided for, shall be paid by the state treasurer out of any money in the state treasury not otherwise appropriated as the necessities of the said institution may require, upon a written statement showing the necessity for drawing such amount made by the chancellor, or an executive committee of said institution, and approved by the president of the board of trustees, and all sums that shall not be used shall be covered back into the state treasury.

Salary of president and secretary.

Sec. 3. The salary of the chancellor shall not exceed forty-eight hundred dollars ($4,800.00) per annum, and the salary of the secretary and business manager shall not exceed three thousand dollars ($3,000.00) per annum, and such officials shall not receive any other compensation whatever from the funds hereby appropriated, or from any other public source whatever, provided no fees shall be charged students for the purpose of raising compensation of any officers or faculty, save as otherwise herein provided, and the board of trustees of university and colleges shall not directly or indirectly allow any other compensation to such officials. Detailed report to Legislature.

The heads of the departments shall make or cause to be made an annual report to the secretary of state, for the use of the legislature of all funds received from students, or from any other source and to make a detailed report from whom received, and when; no sum received from any student shall be used to supplement the salary of any official, save as otherwise herein provided. Funds appropriated must pay all obligations of college.

Sec. 4. The funds herein appropriated, together with any other funds of the university shall pay all of the obligations of the institution to January 1st, 1928.

Detailed report to Legislature.

This appropriation is made upon the condition that all the funds herein provided for shall be accounted for in a detailed statement, showing when, to whom, and for what purpose applied, and the said statement to be submitted to the legislature at its next regular session and within ten days after the convening of same.
