Authorized by 5 U.S.C. 5343, 5344, 5349:

Increase, determined as a result of surveys commenced on
August 19, 1975, resulting in new wage rates effective
October 26, 1975, under the Federal Wage System,
affecting 67 Wage-Board employees carried under this
appropriation, paid at new October 1975 rates for 8
months in fiscal year 1976 and required to be paid at
such rates for 12 months in fiscal year 1977. Full year
base pay cost of October 1975 increase, $107,300 -
less $12,600 turnover savings applied as cost absorption
and amount of $55,000 requested as a 1976 Pay
Supplemental to cover costs in fiscal year 1976 -
Additional amount required for fiscal year 1977.

Within-grade promotions authorized under the Prevailing
Rate System for Wage-Board employees compensated under
such system.

Within-grade salary advancements and other changes
authorized by 5 U.S.C. 5331-5336 for "GS" employees

Increased Civilian Pay Act Costs.

This increase of $5,000 results from new pay rates
established for "GS" employees by Executive Order 11883,
effective the first pay period in October 1975, issued
under authority of subchapter 1 of chapter 53 of title 5
of the U.S. Code, and comparable rates established for
employees under statutory authority other than
statutes governing Wage-Board and GS employees by Order
of the Architect of the Capitol issued October 7, 1975,
under authority of section 5307 of title 5 of the U.S.
Code, affecting such employees.

Overtime and Holiday Pay (5 U.S.C. 5544) increased from
authorized by law.

Night Differential Pay increased from $20,000 to $25,000 resulting from base pay changes authorized by law. the provisions of 5 U.S.C. 5344, night differential pay is based on 7-1/2% of base pay rates for work schedules between 3:00 P.M. and midnight and 10% for work schedules between 11:00 P.M. and 8:00 A.M.

There has been a continuous increase in the workload of the Maintenance Division for the past 5 years as a result of inhouse projects undertaken to meet the needs of the Library of Congress. The point has now been reached where it is deemed desirable in the interest of improved operation to request 4 additional employees for 1977. The 4 positions requested for 1977 are presented, as follows:

In the electrical shop there is an increasing backlog of work orders as a result of the establishment of new offices within the Library Buildings and the need to provide electrical service in areas not originally intended for office use, due to present overcrowded conditions at the Library. In addition, approximately 2,000 smoke detectors have been installed in the Library Buildings in recent years and must be maintained by the electrical shop. At the present time, this shop is staffed by 11 employees 1 foreman, 1 assistant foreman, and 9 electricians. For 1977, it is requested that this force be augmented by 1 additional electrician.
