CLASSIFICATION OF ACTIVITIES

EXPLANATORY NOTE

The Classifications of Activities in this series have for their purpose to list and classify in all practicable detail the specific activities engaged in by the several services of the national government. Such statements are of value from a number of standpoints. They furnish, in the first place, the most effective showing that can be made in brief compass of the character of work performed by the service to which they relate. Secondly, they lay the basis for a system of accounting and reporting that will permit the showing of total expenditures classified according to activities. Finally, taken collectively, they make possible the preparation of a general or consolidated statement of the activities of the government as a whole. Such a statement will reveal in detail, not only what the government is doing, but the services in which the work is being performed. For example, one class of activities that would probably appear in such a classification is that of "scientific research." A subhead under this class would be "chemical research." Under this head would appear the specific lines of investigation under way and the services in which they were being prosecuted. It is hardly necessary to point out the value of such information in planning for future work and in considering the problem of the better distribution and coördination of the work of the government. The Institute contemplates attempting such a general listing and classification of the activities of the government upon the completion of the present series.

PUBLICATIONS

The publications of the Bureau of Pensions, aside from the annual reports of the Commissioner of Pensions, consist chiefly of compilations and digests of laws, decisions, rulings, orders, and regulations relating to the administration of the pension laws. There are also some miscellaneous publications.

Annual Reports. From 1826 to 1848, the annual reports of the Commissioner of Pensions were addressed to the Secretary of War, the Pension Office being then in the War Department. From 1840 to 1848 an annual report was also made to the Secretary of the Navy. These reports were incorporated in the annual reports of the Secretaries of War and of the Navy respectively.

From 1849 to date the annual reports of the Commissioner of Pensions have been made to the Secretary of the Interior, and have been incorporated in his annual report. They also usually appear as separate issues.

Laws, Rulings, and Regulations. The first compilation of laws and regulations was published by the War Department in 1833. It was entitled:

Pension laws of the United States including resolutions of
Congress, 1776-1833, with appendix; compiled by Robert
Mayo, 1833.

Similar publications have been issued by the Department of the Interior at frequent intervals, especially since 1890. The most recent of these compilations is entitled:

Laws of the United States governing the granting of Army and Navy pensions together with regulations relating thereto. Corrected to January 1, 1921.

Digest of Laws, Decision, and Rulings. Digests and indexes of pension and bounty-lands laws, decisions of Secretaries, opinions of Attorneys General, and rulings and orders of Commissioners of Pensions have been prepared at less frequent intervals since 1854. The first of these was entitled:

Analytical digest of pension and bounty-land laws, decisions of Secretaries, and opinions of Attorney-Generals thereon, forms and regulations prescribed by Pension Office, etc., by F. F. C. Triplett, Washington, D. C., 1854.

The most recent of this series of publications is entitled:

Digest of decisions, of the Department of the Interior in appealed pension and bounty-land claims, also table of cases reported, cited, overruled, and modified, and of statutes cited and construed, contained in volumes 9-15 of pension decisions, with annotations; by Eugene B. Payne, 1905.

Pension Decisions. The Pension Appeals Board was abolished July 1, 1911, and its duties were transferred to the Assistant Attorney General for the Interior Department. The decisions of this board and of its successor have been published since 1886 under the following title:

Decisions of the Department of the Interior in appealed pension and bounty-land claims, also table of cases, and table of cases and of statutes cited and construed. Vol. 1, 18861887 to Vol. 21, 1920.

Orders, Instructions, and Regulations. The orders of the Commissioner of Pensions relate chiefly to office matters, such as the organization, methods, and practice of the Bureau of Pensions. They have been issued in three series, each series being numbered consecutively as follows:

Orders, Ist. Series, 1865-1880, Nos. 1-293.
Orders, 2d. Series, 1881-1901, Nos. 1-374.
Orders, 3d. Series, 1901- Nos. I-

'Although these reports are addressed directly to the secretary of the Interior, they are included here because they relate entirely to military and naval pension cases.

In 1915 the orders, instructions, and regulations governing the Bureau of Pension which were then in force were codified. Subsequent orders, etc., are issued in slip form for insertion in the volume. This volume is entitled:

Orders, instructions, and regulations governing the Pension Bureau compiled by order of the Commissioner of Pensions under the authority of the Secretary of the Interior, 1915.

Instructions to Special Examiners. Instructions in phamphlet form to special examiners have been issued from time to time since 1881. The latest of such instructions issued are entitled:

General instructions to special examiners of the United States
Pension Bureau, May 8, 1914. 30 p.

Instructions to Examining Surgeons. Instructions to examining surgeons have been published in pamphlet form at irregular intervals since 1873. The most recent issue is entitled:

Instructions to examining surgeons approved November 13, 1920.

Rules of Practice. The following publications deal with the rules of practice of the Pension Bureau:

Treatise on the practice of the Pension Bureau governing adjudication of Army and Navy pensions, being unwritten practice formulated; by Calvin B. Walker, 1882. Precedents applicable to suits, civil and criminal, incident to the administration of pension and bounty-land laws [etc.]; by W. T. Pierson, 1895.

Treatise on the practice of the Pension Bureau_governing adjudication of Army and Navy pensions, 1898.

Rules of practice in appealed claims before the Secretary of the Interior relating to pensions and bounty-lands, May, 1899.

Roster of Examining Surgeons. A roster of examining surgeons was published in each of the following years: 1880, 1881, 1884, 1886, 1890, 1891, 1895, 1899, 1903.
