204.01 This work shall consist of Temporary Control measures as shown on the plans or ordered by the Engineer during the life of a contract to control soil erosion and water pollution, through use of berms, dikes, dams, sediment basins, fiber mats, netting, gravel, mulches, grasses, slope drains, and other erosion control devices or methods.

The temporary erosion control provisions contained herein shall be coordinated with the permanent erosion control features specified elsewhere in the contract to the extent practical to assure economical, effective and continuous erosion control throughout the construction and postconstruction period.

204.02 Materials shall conform to the requirements specified in the following subsection of Section 700-Material:

All other materials shall meet commercial grade standards and shall be approved by the Engineer before being incorporated into the project.

Construction Requirements

204.03 At the preconstruction conference or prior to the start of the applicable construction, the Contractor shall submit for acceptance his

schedules for accomplishment of temporary and permanent erosion control work, as are applicable for clearing and grubbing; grading; bridges and other structures at watercourses; construction and paving. He shall also submit for acceptance his proposed method of erosion control on haul roads and borrow pits and his plan for disposal of waste materials. Work shall not be started until the erosion control schedules and methods of operations for the applicable construction have been accepted by the Engineer.

The surface area of erodible earth material exposed by clearing and grubbing, excavation, borrow and fill operations may be limited and/or the Contractor directed to provide immediate permanent or temporary erosion control measures to prevent soil erosion that will adversely affect construction operations, damage adjacent properties, or cause contamination of adjacent streams or other watercourses, lakes, ponds or other areas of water impoundment. Such work may involve the construction of temporary berms, dikes, dams, sediment basins, slope drains and use of temporary mulches, mats, seeding or other control devices or methods as necessary to control erosion. Cut and fill slopes shall be seeded and mulched as the excavation proceeds to the extent considered desirable and practicable.

The Contractor will be required to incorporate all permanent erosion control features into the project at the earliest practicable time as outlined in his accepted schedule to minimize the need for temporary erosion control measures. Temporary erosion and pollution control measures will be used to correct conditions that develops during construction that were not foreseen during the design stage; that are needed temporarily to control erosion that develops during normal construction practices, but may not be associated with permanent control features on the project.

Where erosion is likely to be a problem, clearing and grubbing operations should be so scheduled and performed that grading operations and permanent erosion control features can follow immediately thereafter if the project conditions permit; otherwise, temporary erosion control measures may be required between successive construction stages. Under no conditions shall the surface area of erodible earth material exposed at one time by clearing and grubbing, exceed 750,000 square feet (69 677 m2) per equipment spread without approval by the Engineer.

The Engineer will limit the area of excavation, borrow and embankment operations in progress commensurate with the Contractor's capability and progress in keeping the finish grading, mulching, seeding and other such permanent erosion and pollution control measures current in accordance with the accepted schedule. Should seasonal limitations make such coordination unrealistic, temporary erosion control measures shall be taken immediately to the extent feasible and justified.

Under no conditions shall the amount of surface area of erodible earth material exposed at one time by excavation, borrow or fill within

the right-of-way exceed 750,000 square feet (69 677 m2) per equipm spread without prior approval by the Engineer.

The Engineer may increase or decrease the amount of surface are: erodible earth material to be exposed at one time by clearing a grubbing, excavation, borrow and fill operations as determined by analysis of project conditions.

In the event that temporary erosion and pollution control measu are required due to the Contractor's negligence, carelessness or fail to install permanent controls as a part of the work as scheduled and a ordered by the Engineer, such work shall be performed by the C tractor at his own expense. Temporary erosion and pollution cont work required, which is not attributed to the Contractor's negligen carelessness or failure to install permanent controls, will be perform as ordered by the Engineer.

Temporary erosion and pollution control may include constructi work outside the right-of-way where such work is necessary as a res of roadway construction such as borrow pit operations, haul roads a equipment storage sites.

The erosion control features installed by the Contractor shall | acceptably maintained by the Contractor.

Method of Measurement

204.04 When directed by the Engineer, soil erosion and polluti control work will be performed under similar contract items and will b measured and paid for at the applicable contract bid prices. When th work required is not comparable to work to be performed under appl cable contract items, measurement of such work will be by one or mor of the following methods as shown in the bid schedule:

When the bid schedule contains a contingent sum item for soil erosio and pollution control, the work will be measured and paid for at th agreed unit prices, lump sum price, or force account in accordance wit subsection 109.04.

When the bid schedule contains a lump sum item for soil erosion an pollution control, measurement for payment will be made in accordanc with subsection 109.01 for the soil erosion and pollution control wor shown on the plans or designated in the special provisions.

When the bid schedule contains estimated quantities for soil erosio and pollution control items of work on a unit basis, measurement will b made by the unit specified for each particular pay item listed in the bi schedule and used as directed.

Basis of Payment

204.05 The accepted quantities of soil erosion and pollution control work, determined as provided above, will be paid for at the contract

unit prices per unit of measurement for each of the pay items listed below that is included in the bid schedule.

Soil erosion and pollution control work performed under a contingent sum pay item will be paid for as stipulated in the written order authorizing the work.

When the bid schedule does not contain an item for any aforementioned soil erosion or pollution control, the work will not be paid for directly but will be considered as a subsidiary obligation of the Contractor under other contract items.

205.01 Overhaul shall consist of authorized hauling in excess of the free-haul distance.

Free-haul distance is the specified distance that excavated material shall be hauled without additional compensation. Unless otherwise provided in the contract documents, the free-haul distance shall be 2,000 feet (609.6 m).

Method of Measurement

205.02 In determining what constitutes authorized overhaul, be assumed that material taken from excavation will be deposi embankments after having been hauled the shortest distance.

The overhaul distance for material obtained within the roa limits and placed within the roadway limits will be measured alon centerline of the roadway. No allowance will be made for transver lateral movement to or from the centerline except materials mov or from designated areas outside the roadway limits; such as C borrow pits, disposal areas, etc.; will be measured along the sho route determined by the Engineer to be feasible and satisfactory u otherwise provided.

If the contractor chooses to haul material over some other route, such other route is longer, the computations for payment shall be b on the overhaul distance measured along the route designated by Engineer.

When the bid schedule contains a pay item for overhaul on a stat yard basis, the number of station-yards of overhaul to be paid for s be the number of cubic yards of overhauled material multiplied by overhaul distance in stations. The unit "station-yard" is the amour hauling required to move one cubic yard (0.76 m3) a distance of 100 (30.48 m) beyond the free-haul distance.

When the bid schedule contains a pay item for overhaul on a cu yard or ton mile basis, the number of cubic yard miles or ton mile overhaul to be paid for shall be the number of cubic yards or tons, applicable, of overhauled material multiplied by the overhaul dista in miles. The unit “cubic yard mile" is the amount of hauling required move one cubic yard a distance of one mile beyond the free-haul tance. The unit "ton mile" is the amount of hauling required to m one ton (907 kg) a distance of one mile (1609 m) beyond the free-ha distance.

Basis of Payment

205.03 The quantities, determined as provided above, shall be pa for at the contract unit price per unit of measurement, for the partic lar pay item listed below that is shown in the bid schedule, which pri and payment shall be full compensation for all labor, equipment, too and incidentals necessary to complete the work prescribed in the section.

Payment will not be made for overhaul of Borrow, Case 2, foundatio fill, bedding material and material removed in the rounding of cu slopes when rounding is a separate pay item.

When the bid schedule does not show estimated quantities for "over haul" from the pay item list below, overhaul will not be paid for
