66. RECORDS RELATING TO SURVEYS BY THE FISCAL PLANNING STAFF. 1946-52. 4 ft.

Arranged by project number and thereunder chronologically.

Reports, interoffice memorandums, resolutions of the RFC's Board of Directors, charts, and tabulations relating to projects set up in the Office of the Controller for the purpose of providing a centralized control over the accounting operations of the RFC and its subsidiaries, particularly concerning the liquidation of wartime activities. The following are typical projects identified by number and title: (1) To provide controls over investment in properties (mainly those of the Defense Plant Corporation); (2) To provide controls over investment in inventories; (7) To rectify lack of controls over past surplus property disposal activities; (8) To provide controls over the activities of the U.S. Commercial Company; (29) To provide procedures to correct accounting of operating deficiencies in rubber activities; (40) To ascertain why the RFC should buy surplus from the War Assets Administration for resale to small businesses; (43) To determine the necessity of continuing reconcilements relating to disposition of surplus aircraft material stocks; (64) To develop a simplified basis of billing the War Assets Administration for reimbursable expenses payable to the RFC; and (96) To transfer to the RFC certain properties and functions of the War Assets Administration in accordance with provisions of Public Law 862, 80th Congress. Included are the following records compiled by an RFC committee engaged in making a survey of WAA accounting activities in connection with the takeover of its real property activities by the RFC in March 1949: working papers, original and final drafts of accounting instructions to the WAA and the RFC, WAA organizational and functional charts, correspondence, minutes of meetings of the RFC committee on WAA transfer, and the committee report to the RFC's Board of Directors.

67. AUDIT REPORTS BY PRIVATE ACCOUNTING FIRMS. 1932-46. 1 ft.

Annual reports of examination of the accounts of the RFC and its subsidiaries, consisting of balance sheets and statements of income and expenses, and supplemental reports of unconfirmed accounts, by various independent Wall Street auditors and certified public accountants. Included are balance sheets and

statements of operations on the Guatemala cinchona program, June-July 1943, the Bolivia cinchona program, January 1943-May 1944, the Colombia cinchona program, March 1943-May 1944, and the Ecuador balsawood program, February 1943-May 1944, and a report on the cash position of the American cinchona plantation at San Jose, Costa Rica, as of July 15, 1943. Also included are correspondence and liability certificates in connection with outside audits of the RFC and its affiliates, and a report of survey of the RFC's lending activities, dated November 1946.

Canceled series of notes lettered A through Z, and AA through EE, issued by the RFC to the Secretary of the Treasury for the purpose of obtaining funds for its operations, wherein the RFC obligated itself to repay the money borrowed with interest at a specified date; correspondence between the RFC and the U.S. Treasury relating to the issuance, repayment, and cancellation of the notes, and the option exercised by the RFC for their redemption; copies of resolutions of the RFC's Board of Directors authorizing the issuance of such notes; and receipts from the Treasury acknowledging repayments by the RFC on the notes. Notes without interest were issued by the RFC to help finance activities of other Government agencies such as the Home Owners Loan Corporation, the Department of Agriculture, the Land Bank Commission (to make loans to farmers and joint stock land banks), the Federal Housing Administration, and the Regional Agricultural Credit Corporations.

This Division was responsible for the public relations of the RFC. It arranged radio broadcasts and press conferences, distributed press releases, speeches, circulars, and other materials dealing with the activities of the RFC and its subsidiaries, and maintained mailing lists of individuals, libraries, Government departments, and others.

Texts of speeches broadcast by radio or delivered in person at conventions, college graduation exercises, and dedication ceremonies by principal officials of the RFC. RFC releases, May 7, 1951-October 2, 1953, showing the names of borrowers and the amounts of loans authorized during the week immediately preceding the date of release. Included with some of the releases are detailed reports of RFC action taken on each application for loan. Also included are reports from loan agencies to the Washington office on individual loans approved by the agency. Interspersed are copies of loan agency bulletins and memorandums from the RFC Administrator to the managers of loan agencies regarding the type of information on loan authorizations to be made available to the press.

EXAMINING DIVISION

This Division was responsible for processing loan applications other than those from railroads and for making recommendations to the Board of Directors regarding future action. The functions of this Division were taken over in the late 1940's by the Office of Loans. The Claims Review Committee, established in the Office of Loans in 1950, considered recommendations by RFC officials for approval or denial of claims by its suppliers of commodities for back payments, transportation charges, and the like. The Committee's decision to affirm or reject a recommendation was subject to review by the Administrator. An entry regarding records of the Office of Loans also appears below (entry 329).

Examiners' reports and recommendations, resolutions of the Board of Directors or of the Executive Committee, correspondence, contracts, and summary sheets for loans applied for but not made by reason of declination, cancellation, rescission, suspension, withdrawal, or ineligibility. Included are the following types of loans by the RFC for the periods shown: agriculture, bank, building, credit union, Deposit Liquidation Board, insurance, livestock, mortgage, public agency (or self-liquidating), and loans under sections 201-B, C, and D of the Emergency Relief and Construction Act, 1932-46; loans under the general provisions of the Emergency Relief and Construction Act of 1932; National

Recovery Act program loans, 1933-35; business enterprise loans, 1934-46; preferred stock subscriptions and debenture purchase loans, 1933-46; and direct loans to industry, 1941-46. Also included are loans by the RFC Mortgage Company, 1935-46, and by the Disaster Loan Corporation, 1937-41. A loan file generally consists of an examiner's report, originating either in Washington or in a field office, showing in detail the basis for the RFC's action; the resolutions of the Board of Directors or of the Executive Committee showing what action was taken; and a summary sheet showing the date of application, amount of loan applied for, and date and type of final action. In addition, some loan files contain copies of contracts and correspondence.

85. PAID LOAN CASE FILES. 1932-42. 834 ft.

With the exception of the RFC Mortgage Company, the records of the RFC and its subsidiaries included in this series are arranged alphabetically by name of loan applicant in two chronological sequences: (1) loans repaid before 1942 and (2) loans repaid in 1942. The records of the RFC Mortgage Company are arranged alphabetically by name of mortgagor in four sequences: (1) non-FHA insured mortgages sold or paid before 1942, (2) same sold or paid in 1942, (3) FHA insured mortgages sold or disbursed before 1942, and (4) same sold or disbursed in 1942.

These consist of loan applications and supporting documents or exhibits, examiners' reports on applications, resolutions of the Board of Directors authorizing loans or participations in loans, correspondence between loan agencies and applicants and between field offices and the Washington office, executed forms and reports, correspondence relating to administration of the loans or participations, and summary sheets for fully repaid or otherwise liquidated loans or participations in loans, fully retired preferred stock of banks, trust companies, and insurance companies, and fully redeemed capital notes and debentures of banks and trust companies. Included are the following types of loans by the RFC proper for the period 1932-42: agriculture, bank, building and loan, credit union, Deposit Liquidation Board, insurance, livestock, mortgage, self-liquidating, business enterprise, and direct loans to industry; and all types of loans by the RFC Mortgage Company, 1935-42, and by the Disaster Loan Corporation and the Federal National Mortgage Association, 1938-42. A paid loan file, as a rule, consists of a loan

application, the examiner's report summarizing information from preliminary reports, correspondence, and exhibits giving in detail the reason why the loan was approved, and a closing sheet indicating dates the loan was made and repaid.

86. RECORDS RELATING TO EMERGENCY RELIEF TO THE STATES. 1932-34. 55 ft. Arranged alphabetically by State, thereunder by separate but concurrent subseries of documentary and correspondence files, and thereunder chronologically.

Consist of two concurrent subseries: one containing documentary material and the other, correspondence relating to loans furnished by the RFC to the States for use in distributing relief to needy and unemployed persons under the provisions of the Emergency Relief and Construction Act of 1932. The documentary file consists of applications for loans by Governors, resolutions of the RFC's Board of Directors approving the loans, recommendations by the assistant to the Directors on the applications for loans, replies to RFC questionnaires accompanying loan applications and containing information about local conditions justifying the need for Federal aid, affidavits of prominent citizens, such as the chairman of the local Red Cross chapter or the president of the district Chamber of Commerce, who were familiar with the seriousness of the local situation, the Governor's signed acknowledgment of payment by the RFC, certificates of indebtedness, resolutions of various boards of county commissioners authorizing issuance of certificates of indebtedness, approving opinions of counsel as to the validity of certificates, and reports of various State commissions regarding the distribution of RFC funds.

The correspondence file consists of letters and telegrams from the RFC advising the Governors and local boards of county commissioners of approval of the loan and the conditions under which it was made, or acknowledging receipt of certificates and payment of money. The files for any given State may contain all or only part of the material described above. At the end of the series there are miscellaneous and unarranged State applications for loans that were subsequently withdrawn or rescinded, and authorizations from the Federal Emergency Relief Administration, which had taken over the management of the relief program on May 12, 1933, directing the RFC to issue allocated funds to the Governors for relief purposes.

87. BULLETINS RELATING TO EMERGENCY RELIEF. 1932-33. 3 ft.

Arranged alphabetically by State and name of county, except for a small quantity of miscellaneous material of the Emergency Relief Division of the RFC at the end of the series, which is unarranged.

Emergency Relief Bulletins issued by the RFC to State Governors for use in compiling statements of the disbursements, within the political subdivisions of those States, of relief funds made available to them under title I of the Emergency Relief and Construction Act of 1932. The information contained in these bulletins includes a monthly accounting of receipts and expenditures of funds made available by the RFC to the States and counties therein, the number of families and nonfamily persons given relief, and total expenditures for relief and sources of such funds.

88. MINUTES OF MEETINGS OF THE CLAIMS REVIEW COMMITTEE, OFFICE OF LOANS. 1950-54.2 ft.

Arranged chronologically.

Minutes of a typical meeting include the following documents: a signed statement by the secretary of the Committee giving time and place of meetings, December 8, 1950-August 30, 1954, and a list of names of members attending; a memorandum signed by the secretary and numbered consecutively in chronological order of the meeting, giving a summary of the actions taken by the Committee at the meeting; supporting papers submitted to the Committee by an RFC official to substantiate his recommendation to approve or deny a claim by an individual or a firm doing business with the RFC; and the final action of the Committee approving or disapproving the claim. The supporting papers mainly consist of correspondence between the claimant and the RFC office processing the claim. The claim may be for back payments under a subsidy program sponsored by the RFC, for transportation charges filed by a carrier hauling RFC freight against which the RFC has a counterclaim for delivering damaged goods, or others of a similar nature. Other records of the Office of Loans are described in entry 329 below.

DEPOSIT LIQUIDATION BOARD

This Board was organized on October 17, 1933, to direct the activities of the Deposit Liquidation Division (DLD) of the RFC. Its purpose was to expedite the consideration and making of loans by the Division to receivers of closed State and national banks. The Board consisted of five members, two of whom were Directors of the RFC. A committee chairman was appointed by the Board in each of the 12 Federal Reserve districts and the district chairman chose members of their own committees and subcommittees to advise them in appraising the assets tendered in loan applications from receivers of closed State banks. With the easing of the 1933 bank crisis, the RFC loan agencies on April 5, 1934, took over from the Board the processing of loan applications from receivers of closed State banks. Shortly thereafter the Board was terminated.

Correspondence relating to the establishment and membership of the Board; membership lists of the district committees of the Board; correspondence between the Board and its committees regarding loan authorizations to receivers of closed State banks; telegrams and circular letters issued by the Board

containing instructions to its committees concerning collateral required of loan applicants, expenses incurred in processing loans, and rate of interest to be charged; reports of activities of the Board in handling loans, listed by Federal Reserve districts, with summaries of banks in those districts that were closed for liquidation, and amounts of their deposits; and correspondence and reports from the field detailing activities of the district committees in processing loans from receivers of closed State banks.

RAILROAD DIVISION

This division was responsible for processing loan applications received from railroads and for making recommendations to the Board of Directors regarding future action. Its staff consisted of a Chief Counsel with a number of assistant attorneys and a Chief Examiner with several assistant examiners who specialized in processing railroad loan applications.
