The committee met at 10 a.m., pursuant to call, in Room 334, Cannon House Office Building, Hon. William Jennings Bryan Dorn, chairman of the subcommittee, presiding. Mr. DORN. The subcommittee will come to order. This morning, the Subcommittee on Compensation and Pension is beginning 2 days of hearings on certain bills pertaining to the major veterans' programs within our purview. We intend to give particular attention to proposals to increase the rates of compensation payable to veterans with service-connected disabilities. These compensation rates were last increased, effective July 1, 1970, by Public Law 91-376. It has been traditional that this committee periodically-usually once during each Congress look into the appropriateness and adequacy of the payments authorized for the service-disabled veterans, a group which merits our prime consideration. In addition to our consideration of disability compensation increases, the subcommittee has on the agenda several other proposals which are relevant to the compensation and pension programs and which, I understand, generally represent recommendations of the Veterans' Administration. Without objection a list of the bills under consideration, and the text of the bills with agency reports now available, and a history of compensation increase legislation, will be placed in the record at this point.
