Mr. SKEEN. The meeting will please come to order. We have with us today from the Department of Agriculture, the Rural Utilities Service, the Rural Housing and Community Development Service, and the Rural Business and Cooperative Development Service.

Now, that's a real mouthful." You folks have really been reorganizing; haven't you? This is kind of like a peanut and shell game. You keep changing the name and moving the peanuts around.

Let's start with Michael Dunn, Acting Under Secretary for Rural Economic and Community Development. Mr. Dunn, you can begin your testimony and introduce anybody that you have with you that you may want to give testimony. Your entire written statement will be put in the record and we will go from there. Its all yours.

STATEMENT OF UNDER SECRETARY Mr. DUNN. Thank you, Mr. Chairman. I appreciate the opportunity to be here. I have at the table with me Mr. Stephen Dewhurst who is from our Office of Budget and Program Analysis, Maureen Kennedy who is the Acting Administrator of the Rural
