Government Printing Office UNITED STATES OF AMERICA 12-26-51 Foreword This Record of Proceedings of the Conference for the Conclusion and Signature of the Treaty of Peace With Japan, held at San Francisco, California, September 4-8, 1951, has been prepared in compliance with Article 24 of the Rules of Procedure of the Conference. That article stipulates, "The Secretary General shall cause to be prepared for distribution among the participating governments a Record of Proceedings which shall include the verbatim minutes of the plenary sessions." In accordance with article 12 of the Rules of Procedure, the verbatim minutes of the plenary sessions of the Conference were issued only in the English language. Corrections made by the respective delegations in the verbatim minutes as issued initially at the Conference in provisional mimeographed form have been incorporated in the texts reproduced in this volume. Since a number of the formal statements which were made on behalf of participating countries at the Second through Seventh Plenary Sessions, together with the formal statement made on behalf of Japan at the Eighth Plenary Session, were delivered in languages other than English, the texts of those statements are also reproduced in the languages in which they were delivered in a supplement to this Record of Proceedings.
