Gentlemen, we have before us at this time a request for a supplemental appropriation for the current fiscal year, which is taken from page 22 of House Document 115, a communication from the President of the United States, The item relates specifically to the request of the Panama Canal Company for expenses necessary for work preliminary to the construction of a high-level bridge crossing the Panama Canal at Balboa, C.Z., as authorized by the act of July 23, 1956 (70 Stat. 596) $1 million, to remain available until expended. General, will you tell us about this item? General POTTER. The first item is for $1 million for the engineering of the $20 million bridge across the canal. This item is a so-called treaty item. The 1955 treaty committed the United States Government to build a bridge across the canal at Balboa. The treaty, of course, was ratified by the Senate and subsequently, last year, the Congress authorized the appropriation of the funds to build this bridge. This is the first request for appropriations, and it is merely for the engineering, so that we can find out what the bridge will look like and what its design features will be, and enable us to advertise it for construction.
