The subcommittee met, pursuant to notice, at 9:45 a. m., Hon. John C. Kluczynski presiding, for consideration of H. R. 8001 and identical bills, H. R. 9552 and identical bills, and H. R. 8001, 84th Cong., 2d sess.] A BILL To establish a national policy with respect to commercial fisheries; to establish the Office of Assistant Secretary of Commerce for Commercial Fisheries, and define his functions, powers, and responsibilities; to strengthen the commercial fisheries segment of the national economy, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Congress recognizes the material contribution made to the food-producing segment of the national economy by the commercial fisheries of the United States and that industry's potential for strengthening the defense of the United States. As is true with other segments of our economy, the well-being of commercial fisheries has a direct bearing on the well-being of all. It is therefore the intent of Congress in enacting this legislation to promote a healthy, prosperous, and productive condition in our domestic commercial fisheries; to provide for conservation and efficient utilization of our food resources based upon fisheries; and to stimulate the development of a strong, prosperous, efficient, thriving domestic commercial fisheries industry. SEC. 2. There shall be in the Department of Commerce an additional Assistant Secretary of Commerce (hereafter in this Act referred to as the "Assistant Secretary") who shall be appointed by the President, by and with the advice and consent of the Senate. He shall perform such duties as shall be prescribed by the Secretary of Commerce or as may be required by law. He shall exercise all functions with respect to commercial fisheries prescribed by this Act or transferred to him, under the general supervision and control of the Secretary of Commerce. SEC. 3. (a) Those portions of the Fish and Wildlife Service of the Department of the Interior having to do with biological, oceanographic, meteorological, technological, economic, and other scientific investigations, conservation management, foreign activities, and economic activities, as all of these portions relate to the commercial fisheries, and their functions, are hereby transferred to the Assistant Secretary. (b) All records, property, personnel, commitments, and unexpended balances (available or to be made available) of appropriations, allocations, and other funds as the Director of the Bureau of the Budget shall determine to relate primarily to the functions transferred by subsection (a) shall be transferred to the Assistant Secretary. SEC. 4. With a view to keeping the commercial fisheries industry and the Government informed, the Assistant Secretary shall conduct continuing studies, and periodically report on, the following: (1) Production and flow to market of domestically produced fishery commodities; 1 |
