The language of the legislation appearing in this compilation is as it appears in the U.S. Statutes at Large, but, for the convenience of the reader, citations are made at the end of sections and subsections to the U.S. Code, 1964 edition and supplements thereto. The subject headings used herein are generally those as enacted; some of them, however, have been changed and other headings have also been added by the editors of this compilation for explanatory purposes.
