I will not read those now but will place them in the record. (The bills and communications referred to are as follows:) [S. 2788, 77th Cong., 2d sess.] A BILL To provide for universal service and total mobilization during any war in which the United States is now engaged Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That it is the policy of the Government of the United States in any war in which the United States is now engaged that there shall be universal service of all its citizens and that there shall be total mobilization of all the material resources, industrial organizations, and services of its citizens. That the Selective Training and Service Act of 1940, approved September 16, 1940, as amended, is hereby amended by adding the following: "That during any war in which the United States is now engaged the President is authorized and it shall be his duty when, in his opinion, the successful prosecution of the war requires it— "To determine, proclaim, and select the material resources, industrial organizations, and services over which Government control is necessary to the successful termination of the war, and such control shall be exercised by him through agencies now existing or which he may create for such purposes. [S. 2805, 77th Cong., 2d sess.] A BILL To amend the Selective Training and Service Act of 1940 by providing for the extension of liability for service to aid in the prosecution of the war Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That so much of the first sentence of section 3 (a) of the Selective Training and Service Act of 1940, as amended, as precedes the first proviso is hereby amended to read as follows: |
