"(1) by registered mail to the first purchaser (not including any dealer of such manufacturer) of the motor vehicle or motor vehicle equipment containing a defect:

"(2) by registered mail or other more expeditious

means to the dealer or dealers of such manufacturer to

whom such motor vehicle or equipment was delivered: and

"(3) by publication in a newspaper of general circulation in any county (or in any municipality not

within a county) where any such motor vehicle or motor 7 vehicle equipment was sold to a first purchaser.

"(c) The notification required by subsection (a) shall 9 contain a clear description of the defect, an evaluation of the 10 risk to traffic safety reasonably related to the defect, and a 11 statement of the measures to be taken to repair the defect."

Intended to be proposed by Mr. KENNEDY of New York (for himself, Mr. NELSON, and Mr. MONDALE) to S. 3005, a bill to provide for a coordinated national safety program and establishment of safety standards for motor vehicles in interstate commerce to reduce traffic accidents and the deaths, injuries, and property damage which occur in such accidents, viz:

1 On page 27, line 24, strike out "report or reports" 2 and insert in lieu thereof "report containing expressions of 3 opinion, suggestions, recommendations, judgments, and con4 clusions going beyond the collection of factual material". 5 On page 28, lines 7 and 8, strike out "report or reports" 6 and insert in lieu thereof "part of a report".
