SEC. 2. (a) The manufacture for sale, the sale, or the 4 offering for sale, in interstate commerce, or the importation 5 into the United States, or the introduction, delivery for 6 introduction, transportation, or causing to be transported, in 7 interstate commerce, or for the purpose of sale, or delivery 8 after sale, in interstate commerce, of any tire manufactured on or after the date this section takes effect shall be unlawful 10 unless in compliance with the regulations prescribed by the 11 Secretary of Commerce pursuant to the first section of this

12 Act.

(b) Whoever knowingly and willfully violates this sec14 tion shall be fined not more than $1,000, or imprisoned not

SEC. 3. As used in this Act

(1) The term "interstate commerce” includes commerce 18 between one State, territory, possession, the District of Co19 lumbia, or the Commonwealth of Puerto Rico and another 20 State, territory, possession, the District of Columbia, or the 21 Commonwealth of Puerto Rico.

22 (2) The term "motor vehicle" includes any vehicle or 23 machine propelled or drawn by mechanical power and used on the highways.

SEC. 4. This Act shall take effect on the date of its

1 enactment except that section 2 shall take effect on such date 2 as the Secretary of Commerce shall determine, but such date 3 shall be not less than one hundred and eighty days nor more 4 than one year after the date of publication of regulations first 5 prescribed pursuant to the first section of this Act. If such 6 regulations first prescribed are thereafter changed, such regu7 lations as so changed shall take effect on such date as the 8 Secretary of Commerce shall determine, but such date shall 9 be not less than one hundred and eighty days nor more than 10 one year after the date of their publication in accordance 11 with the provisions of the first section of this Act.

A BILL

To amend the Act approved July 14, 1960 (74 Stat. 526), as amended, relating to the establishment of a register of names in the Department of Commerce of certain motor vehicle drivers.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That section 1 of the Act approved July 14, 1960 (74 Stat. 4 526), as amended by the Act approved October 4, 1961 5 (75 Stat. 779), is hereby amended to read as follows: "SECTION 1. The Secretary of Commerce shall establish

7 and maintain a register containing the name of each individ8 ual reported to him by a State, or political subdivision there9 of, as an individual with respect to whom such State or

1 political subdivision has denied, terminated, or temporarily 2 withdrawn, except a withdrawal for less than six months

3

based on habitual violation, an individual's license or privi

4 lege to operate a motor vehicle. Such register shall contain 5 such other information as the Secretary may deem appro

6 priate to carry out the purposes of this Act."

SEC. 2. Section 2 of the Act approved July 14, 1960 (74 Stat. 526), is hereby amended to read as follows: "SEC. 2. The Secretary shall, at the request of any

10 State, or political subdivision thereof, or at the request of 11 any Federal agency, furnish such information as may be 12 contained in the register established under section 1." SEC. 3. Section 3 of the Act approved July 14, 1960 14 (74 Stat. 526), is hereby amended to read as follows: "SEC. 3. The term 'State' includes each of the several

16 States, the Commonwealth of Puerto Rico, the District of

17 Columbia, Guam, the Virgin Islands, the Canal Zone, and 18 American Samoa."
