1 designated by the Secretary, upon presenting appropriate 2 credentials and a written notice to the owner, operator, or 3 agent in charge, are authorized to enter, at reasonable times, 4 any factory, warehouse, or other business establishment or 5 premises where motor vehicle tires are manufactured or 6 held prior to their sale or delivery to the ultimate consumer, 7 or are being worked on after such sale or delivery, or where 8 new motor vehicles are assembled or held prior to their 9 sale or delivery to the ultimate consumer and to make a reasonable inspection of such tires or such motor vehicles

to determine compliance with the provisions of this Act and 12 regulations prescribed pursuant to this Act.

RECORDS AND REPORTS

SEC. 11. (a) Every tire manufacturer shall establish 15 and maintain such records, make such reports, and provide 16 such information as the Secretary may reasonably require 17 to enable him to determine whether such manufacturer has 18 acted or is acting in compliance with the provisions of this. 19 Act and regulations prescribed pursuant to this Act. 20 (b) All information reported shall be considered con21 fidential for the purpose of section 1905 of title 18 of the 22 United States Code, except where such information is re2lated to other officers or employees concerned with carrying 24 out this Act or when relevant in any proceeding under this 25 Act.

AUTHORIZATION

2 SEC. 12. (a) There is authorized to be appropriated

3 the sum of $5,820,000 for the period ending June 30, 1971,

4

to carry out the purposes of this Act and a sum not to

5 exceed $750,000 for each fiscal year thereafter.

EFFECTIVE DATE

7

SEC. 13. This Act shall take effect on the date of its 8 enactment except that section 6 shall take effect on such 9 date as the Secretary of Commerce shall determine, but 10 such date shall be not less than thirty days nor more than 11 ninety days after the date of publication of regulations first 12 prescribed pursuant to section 3 of this Act.

A BILL

To provide that tires sold or shipped in interstate commerce for use on motor vehicles shall comply with certain safety and labeling regulations.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That the Secretary of Commerce shall prescribe and publish 4 in the Federal Register regulations prescribing minimum 5 safety and performance standards and a grading and labeling 6 system for motor vehicle tires. Such regulations shall be 7 designed to provide the public with safe tires so that motor 8 vehicle accidents caused by tire failure can be kept to a 9 minimum.
