4. Membership of the Commission

(1) Members appointed by the President:

Reubin O'D. Askew, Chairman, of Florida, an attorney

in private practice, is the former governor

of Florida.

Rose Matsui Ochi, of California, an attorney, is

executive assistant to the Mayor of Los Angeles, California. She has served as the director of the Los Angeles Criminal Justice Planning Board and is currently responsible for advising the mayor in criminal justice matters.

Joaquin F. Otero, of Washington, D.C., is the

Vice President of the Brotherhood of Railway
and Airline Clerks. He has also served in
Lima, Peru as the Director for Latin America
for the International Transport Workers

Federation.

Judge Cruz Reynoso, of California, is an associate
justice of the California Court of Appeals.

He has been active in numerous legal and

Hispanic associations.

(2) Cabinet Members:

The Secretary of State, Cyrus Vance

The Attorney General, Griffin Bell
The Secretary of Labor, F. Ray Marshall
The Secretary of H.E.W., Joseph Califano

(3) Members appointed by the Speaker of the House of Representatives from the House Committee on the

Judiciary:

Peter W. Rodino, Jr. (D-New Jersey), Chairman of the
House Judiciary Committee, has been a member

of the House of Representatives since 1949, and
previously served as Chairman of the House

Subcommittee on Immigration..

Elizabeth Holtzman (D-New York), Chairwoman of the House
Subcommittee on Immigration, Citizenship and

International Law, has been a member of the

House of Representatives since 1973.

Robert McClory (R-Illinois), ranking minority member on the House Judiciary Committee, has been a member

of the House of Representatives since 1963.

Hamilton Fish, Jr. (R-New York), a member of the House
of Representatives since 1969, previously served
in the U.S. Foreign Service, as Vice Counsel to
Ireland, and is currently a member of the

Subcommittee on Immigration, Citizenship and

International Law.

(4) Members appointed by the President pro tempore of the Senate from the Senate Committee on the Judiciary: Edward M. Kennedy (D-Massachusetts), Chairman of the Senate Judiciary Committee, has served in the Senate since 1962. He served previously as

Chairman of the Senate Subcommittee on Refugees.

Dennis DeConcini (D-Arizona) has served in the Senate

since 1977. He previously served as Pima County

Attorney in Arizona where he established and

directed the Drug Strike Force which has now

been expanded to a four-state network.

Charles McC. Mathias, Jr. (R-Maryland) has served in the Senate since 1969. He was previously a member of

the Maryland House of Delegates.

Alan K. Simpson (R-Wyoming) has been a member of the Senate since January 1 of this year. From 1964

to 1978, he was a state representative in

Wyoming.
