SUBCOMMITTEE ON PUBLIC LANDS OF THE

COMMITTEE ON INTERIOR AND INSULAR AFFAIRS,

The subcommittee met, pursuant to notice, at 10 a.m., in room 3110, New Senate Office Building, Senator Frank Church (chairman of the subcommittee) presiding.

Present: Senators Church, Jackson, Metcalf, Fannin, Hansen, and Hatfield.

Staff members present: Jerry T. Verkler, staff director; Porter Ward and Russell Brown, professional staff members; and Thomas Nelson, assistant minority counsel.

Senator CHURCH. The hearing will please come to order. This is the time duly set and noted for opening the public hearing on proposed legislation to protect free-roaming horses and burros on the public lands.

We have four bills and a draft proposal submitted by the administration under consideration today. All have the same objective, but are slightly different in detail. The bills are S. 1116, by Senators Jackson and Hatfield, and others; S. 862 by Senator Nelson; S. 1090 by Senators Mansfield and Church; and S. 1119 by Senator Moss.

I direct that the text of all our bills and reports appear at this point in the record.
