Exception: Where the only change is in the name of consignor
at destination and no further change is involved in billing

of $2.66 per car will be assessed for this service.

Transit Privileges

There are, at the present time, many commodities upon which transit privileges of various kinds are accorded by the railroads, generally at regular transit stations on their respective lines. With few exceptions, the provisions and charges governing the transit privileges are published by the individual carriers. The following representative provisions, applying specifically at Baltimore, indicate the scope and value of these services to the shipper.

Lumber, carloads, may be stopped, stored, and sorted in transit at Baltimore and reshipped to Baltimore, Philadelphia, or New York for export to foreign countries on the basis of the lawfully published through or combination rate in effect at the time of forwarding from original point, plus a transit charge of $13.77 per car. The time limit is 24 months from the date of the freight bill at transit point. Tariff authority: Baltimore and Ohio Railroad tariff I.C.C. 24141.

Under numerous published rules and conditions, oils, such as coconut, palm, soybean, peanut, fish, etc., carloads, when originating in defined territory may be stopped at Baltimore for refining purposes on the basis of the through rate, plus a refining-in-transit charge of 3 3/4 cents per 100 pounds. This arrangement applies on import as well as domestic traffic; the time limit is 12 months from the date of delivery at transit point. Tariff authority: Baltimore and Ohio Railroad tariff I.C.C. 23874.

All-rail grain, in bulk, carloads, originating at points west of Pittsburgh, Wheeling, Huntington, and Kenova, may be stopped at Locust Point or Mount Clare, Baltimore, for sacking in transit and may afterwards be forwarded at the through rate from original point of shipment, at the time of such shipment, to the new destination, plus a charge of $7.08 per car. Consignee or owner bears all expense of labor for sacking and handling to be completed within 10 days from placement of car. Tariff authority: Baltimore and Ohio Railroad tariff I.C.C. 23928.

Grain, carloads, when originating at points west of the Western Termini Territory, and when final destination is within defined territories, may be stopped at Baltimore for milling, malting, mixing, or storage on the basis of the specified through rate, plus a transit charge which is usually 89 cents per 100 pounds, minimum charge $7.08 per car. The time limit is 12 months after the date of freight bill at the transit station. Tariff authority: Baltimore and Ohio Railroad tariff I.C.C. 24211.

Dressed meats and packing house products, carloads, originating at points west of Pittsburgh, Oil City, and Erie, Pa., and Buffalo, N.Y., may be stored at Baltimore and reconsigned for export via Baltimore, Philadelphia, or New York, subject to numerous published rules and conditions on the basis of the specified

through rate, plus a transit charge of $13.29 per car.

The time limit is 12

When originating at Sparrows Point, various iron and steel articles, such as angles, bars, beams, girders, trusses, etc., in carloads, may be forwarded to Baltimore for the purpose of bending, bolting, boring, planing, riveting, etc., and may be reshipped in carloads in an unfinished state, knocked down, to Locust Point for export on the basis of the through rate, plus a transit charge of 6 cents per 100 pounds. The time limit is 12 months, and the privilege does not apply to finished articles or parts thereof. Tariff authority: Baltimore and Ohio Railroad tariff I.C.C. 24061.

Copper in various forms, carloads, originating at smelters in Arizona, California, Colorado, Idaho, Michigan, and various other states, may be refined in transit at Baltimore on the basis of the through rate, plus a transit charge of $1.79 per net ton of 2,000 pounds (not subject to Ex Parte X-175-B increases), except when destined to specified points in New York State in which case the transit charge is 23 cents per 100 pounds. The. time limit is 12 months from the date of inbound freight bill. Tariff authority: Pennsylvania Railroad tariff I.C.C. 2700.

Storage

Agent H. R. Hinsch's tariff I.C.C. 4610 contains rules and charges generally applicable throughout the country on the storage of less-than-carload freight on or in the carriers premises. Except as otherwise provided, two days' free time is allowed. Additional free time, up to 15 days depending upon distance to carrier's station, is provided. At the expiration of specified free time, storage charges on freight held in or on carrier's premises are assessed as follows

(at carrier's option freight subject to storage charges may be sent to public warehouses).

For the first 5 days, 3 cents per 100 pounds. For the 6th and each
succeeding day, 5 cents per 100 pounds. Minimum storage charge per
shipment held beyond free time, 5 days or parts thereof, 48 cents;
6 days or more, 93 cents.

Grain Elevation and Storage Charges

Three waterfront grain elevators, one each operated by the three trunk line rail carriers serving the port, have an aggregate capacity of over 12 million bushels. At the time of this survey, considerable enlargement of these elevators was either in progress or in the planning stage.

Rules, regulations, and charges pertaining to handling grain at Baltimore are contained in Baltimore and Ohio Railroad tariff I.C.C. 24211; Pennsylvania Railroad tariff I.C.C. 3394; and Western Maryland Railway tariffs I.C.C.'s 8885, 8990, and 9061. The charges for elevation, storage, and other services in connection with grain shipments for exportation at Baltimore are in addition to the line-haul transportation. They are published in much detail in the tariffs, making it impractical to include them in their entirety in this report. Therefore, selected provisions contained in Pennsylvania Railroad tariff I.C.C. 3394 are included as representative.

Cars loaded with export grain or soybeans will not be delayed subsequent to the time of loading and prior to the arrival at Baltimore, Md., to avoid payment of storage charges as published herein.

Grain or soybeans not unloaded into railroad elevators or boats within 72 hours from the first 7 a.m. (excluding Saturdays, Sundays, and holidays) after date of arrival at Baltimore, Md., notice of arrival will be, at the expiration of such period, sent or given to consignee, and the grain or soybeans will be held in cars without charge for storage at Baltimore, Md., for 20 days from the first 7 a.m. after date of notice of arrival. At the expiration of said 20 days, the grain or soybeans will be subject to the same storage rates as applying on grain or soybeans stored in railroad elevators or boats.

Grain or soybeans held in cars and placed in railroad elevators before the expiration of the free storage period allowed will be entitled to the balance of the period in railroad elevators or boats, but only one free period of 20 days will be allowed.

Grain or soybeans held in cars and placed in railroad elevators or boats after the expiration of the free storage period will not be allowed any free time in railroad elevators or boats.
