1 effective date of this title shall abate by reason of the transfer 2 made by this section. Any such proceeding shall be continued 3 thereafter as a proceeding before the Security Administration 4 for Executive Departments. All rules and regulations pro5 mulgated by the Civil Service Commission before that date 6 relating to the powers, functions, duties, and proceedings of 7 such Board shall continue in effect after that date as rules and 8 regulations of the Administration until amended, superseded, 9 or revoked by the Administrator.

SECURITY CLEARANCES FOR AMERICAN EMPLOYEES OF

INTERNATIONAL ORGANIZATIONS

12 SEC. 631. (a) No citizen of the United States here13 after shall accept any office or employment in or under the 14 United Nations or any organ or agency thereof or any other 15 international organization unless he has applied in writing to 16 the Administrator for, and has received from such officer, the 17 security clearance required by this section.

18 (b) Under such regulations as the Administrator shall prescribe, each application for security clearance filed

pursuant to subsection (a) shall bear the fingerprints of the 21 applicant, and shall contain a true and complete statement, 22 executed by the applicant under oath, of the following in23 formation concerning such applicant:

(1) Each arrest, indictment, or conviction of the

applicant for the violation or alleged violation of any

law of the United States or of any State or territory of

the United States other than a violation or alleged violation of any law or ordinance for the regulation of motor

vehicle traffic punishable as a misdemeanor:

(2) Each membership held by the applicant at any time in any organization teaching or advocating social or political doctrines promoted by any foreign nation; (3) Each name, other than the name subscribed upon such application, by which such applicant has been known;

(4) Each occasion on which the applicant has applied to the Government of the United States for a passport and has been denied such passport;

(5) The circumstances under which the applicant has been discharged or has resigned from any office or employment in or under the Government of the United States or any agency or instrumentality thereof; and

(6) Such other information as the Administrator shall determine to be necessary for the purpose of ascertaining whether the occupancy by the applicant of any office or employment in or under the United Nations or any organ or agency thereof would involve reasonable probability of danger to the security of the United States.

(c) Upon the filing of any application pursuant to this

1 section, the Administrator shall conduct as expeditiously 2 as may be practicable such investigation as he shall deem 3 necessary to ascertain whether in his opinion the occupancy 4 by the applicant of any office or employment in or under the 5 United Nations or any organ or agency thereof or any other 6 international organization would involve reasonable prob7 ability of danger to the security of the United States. If no 8 such probability is determined to exist, the Administrator 9 shall furnish to the applicant a written statement of security 10 clearance. If such probability is determined to exist, the 11 Administrator shall furnish to the applicant a written 12 denial of his application together with a statement of his 13 reason for such denial.

(d) Each citizen of the United States who on the 15 date of enactment of this Act occupies any office or is en16 gaged in any employment in or under the United Nations. 17 or any organ or agency thereof or any other international 18 organization shall, within sixty days after such date, file with 19 the Administrator a statement in such form as the Admin20 istrator shall prescribe. Each statement shall bear the finger21 prints of the person filing such statement, and shall contain 22 a true and complete statement, executed by such person 23 under oath, of the following information concerning such

(1) the nature of any office or employment held

1 by such person in or under the United Nations or any

organ or agency thereof or any other international

organization;

(2) the period during which such office or employment has been held by such person; and

(3) each element of information specified in paragraphs (1) to (6), of subsection (b) of this section with respect to applicants for security clearance under subsection (a) of this section.

PENALTY FOR VIOLATION

SEC. 632. (a) Whoever, being a citizen of the United 12 States, shall accept any office or employment in or under 13 the United Nations or any organ or agency thereof or any 14 other international organization in violation of subsection (a) 15 of section 631 shall be fined not more than $10,000 or im16 prisoned for not more than five years, or both.

(b) Whoever, being a citizen of the United States and 18 an officer or employee of the United Nations or any organ or 19 agency thereof or any other international organization, shall 20 willfully fail to comply with the requirements of subsection 21 (d) of section 631, or who shall aid, abet or counsel any 22 other such person to refrain from compliance with such re23 quirements, shall be fined not more than $10,000, or im24 prisoned for not more than five years, or both.

(c) Whoever shall willfully make any false statement

1 in any application or statement filed under this section, or

2 willfully omit to state in any such application or statement

any fact required by law or regulation to be stated therein 4 or necessary to make the statements made or information 5 given therein not misleading, shall be fined not more than 6 $10,000, or imprisoned for not more than five years, or both.

EFFECTIVE DATE

SEC. 632. This title shall become effective upon the ex

piration of the period of six calendar months next following

the date of enactment of this Act.

TITLE VII-EMPLOYMENT APPLICANTS' RELIEF

SHORT TITLE

SEC. 701. This title may be cited as the "Disadvantaged

"Board" means the Subversive Activities Control Board. "Classified information" means any information or mate

19 rial which has been duly classified in the interest of the 20 national security, by any officer or employee of any executive 21 agency acting under authority conferred by law or Executive 22 order, as "top secret" or "secret" or, in the case of the 23 Atomic Energy Commission, as "atomic top secret" or 24 "atomic secret".
