PURPOSE

To provide information concerning the FY 74 barracks construction and modernization projects for Aberdeen Proving Ground currently in a hold status pending a decision on Ordnance School consolidation studies.

FACTS.

1. The following information was provided by DAEN-ZCP (Mr. Kennan) from the bachelor housing report for APG from DARCOM.

a. P 198 to construct 432 barracks spaces can not be supported if the entire student load is transferred.

b. PN 243 to modernize 1274 barracks spaces can only be supported for about 618 spaces if the entire student load is transferred.

C. If information were available to allow us to determine the number of Ordnance School staff and faculty utilizing barracks.it is possible that none of PN 243 for modernization would be supportable.

3. From DAEN-MCC-A (Mr. Kennedy) it was learned that final design was authorized in the fall of 1977 and the advertising schedule is

February 1979 for PN 198, barracks construction.

b. March 1979 for PN 243, modernization, if sufficient funds remain.

c. Authority to advertise, however, is being held in abeyance pending' announcement of a decision on the Ordnance School studies.

4. If the long term goal is to move the Ordnance School from APG, it would seem prudent that TRADOC not support award of either project. It should be remembered that in the meantime it will be Ordnance Schoolstudents who will be housed in inadequate barracks at APG.

INE 8. ADEQUATE ON BASE, COL J The information in block 8-J of DD 1657 reflects the sum of blocks 2-8 and 4-B of DA 1709R, dated 31 July 977 instead of the 31 Jan 1977 report. This figure is the actual number of spaces after the modernization program and spaces lost dua to hu size of the new furniture.

SUBSTANDARD, MAY BE MADE ADEQUATE, COL J The 31 July 1977 DA 1709R report reflects a sum of 1593 for blocks 3-B and 5-B. The igure should have been a sum of 1639, the DA 1709R report will be corrected.

The wure of 1378 which should have been reflected on line 3-B of DA form 1709R, dated 31 July 1977 was reduced by 104 spaces to reflect the umber of spaces lost through modernization.

The 261 spaces on line 5-B DA form 1709-R were not included in block 9-J, DD 1657 because of the type construction and configuration they cannot be economically altered to provide adequate facilities as prescribed by AR 210-16.

This is in response to your recent letter to General Kerwin soliciting assistance in resolving the ordnance training consolidation issue.

I share your concern over the long period of indecision and the impact on the schools and communities. As you may know, HQDA recommended status quo to OSD in December 1976 and we have since been burdened with repeated demands for further study, more information and reappraisals. The basis for the status quo recommendation has been that the high onetime costs are simply too large in comparison to the relatively modest annual savings. Only recently did it become apparent that an element in OSD feels strongly that consolidation at Aberdeen Proving Ground is the alternative to pursuc.

At this point it appears that yet another case study would accomplish little more than delay a decision for possibly an additional year. Clearly your command considers consolidation at Redstone Arsenal to be the better alternative and clearly OSD considers consolidation at Aberdeen to be the better. Unless one-time costs could be substantially reduced and annual savings increased, EQDA would likely consider both alternatives to be or investments. For these reasons, QDA is continuing to press OSD for a status quo decision.

I know this has been the subject of discussion between Max Noah and Tug Greer and that you are in agreement with our approach. We will continue to support your efforts to eventually effect the consolidation at Redstone Arsenal. Hopefully, we will be able to convince NASA to give us the additional space at Redstone.

The HQ TRADOC study of the best location for NBC defensive training has received strong support at HQDA. Upon receipt of the final study and final draft ElS, that proposal should proceed quickly through the DA decision process.
