Technical assistance program-Receipt and disposition of applications [Amounts in thousands of dollars] 1 Includes extension of projects initiated in prior fiscal years. RECREATION AND TOURISM Mr. ROONEY. According to this table, in fiscal year 1965 you spent $429,799 studying recreation and tourism. How many other outfits in Government are involved in the matter of recreation? Is there no an outfit over in the Department of the Interior in the same business! Mr. WILLIAMS. They do different types of work. Our technical assistance is to specific areas to do feasibility studies and to indicate to the areas how they can develop their particular and specific area into more of a tourism attraction. The outfit in the Department of the Interior is more concerned with overall recreation for the country as a whole. FISH INDUSTRY STUDIES Mr. ROONEY. And then you have $139,179 for fish industry studies. How many people do we have in the Government involved in the subject of fishing, outside of Fish and Wildlife in the Department of the Interior? We also have a fish setup in the Department of State. Do you know of any others? Mr. WILLIAMS. We work very closely with the Bureau of Commercial Fisheries in the Department of the Interior on these studies. This again is like our relationship with the Department of Agriculture to which Mr. Bow referred. We try and satisfy ourselves there are no funds available for these specific projects before we approve them. FOOD AND AGRICULTURE STUDIES Mr. ROONEY. How many employees do we have in the Department of Agriculture? Mr. WILLIAMS. I do not know, sir. Mr. FOLEY. Over 100,000. Mr. ROONEY. And with over 100,000 people in the Department of Agriculture you have to get into the business of making food and agricultural studies, do you? Mr. WILLIAMS. These become part of the needs of the distressed areas that this program was created to serve. Mr. ROONEY. Why could you not have gotten the information from the Department of Agriculture and not have spent this amount of the taxpayers' money? Mr. WILLIAMS. In each of these cases we tried to secure the information from the Department of Agriculture and were told there were no funds available at this particular time, or within the near future to secure that information. STATUS OF TECHNICAL ASSISTANCE CONTRACTS AND AGREEMENTS Mr. Bow. Mr. Chairman, I wonder if the gentlemen have with them the contracts that were entered into to make these studies, the individuals, firms, corporations, and so forth, and the amount of each. Mr. ROONEY. Do you have that information? Mr. WILLIAMS. We do not have that with us. Mr. LEWIS. I believe in the past years the committee has asked for the technical assistance contracts. We have material similar to that inserted in the record for previous hearings, for the balance of 1964 and the complete year of 1965. Mr. Bow. That would not include the figures you have on this table here? Mr. WILLIAMS. This listing is the fiscal year 1965 projects. Mr. LEWIS. The exhibit with large print is the fiscal year 1965 data, sir. The other exhibits brings up to date the 1964 information printed in the hearing record on our 1965 appropriation. Mr. WILLIAMS. You should have two lists. One is fiscal year 1964 projects approved after our hearings in January 1964 and the other is the fiscal year 1965 projects. These, together with the ones that have been printed in previous hearings, would provide all the information. Mr. ROONEY. We shall at this point insert in the record the details with regard to status of technical assistance contracts and agreements, fiscal year 1965.
