3. Press and publications activities (prior 1966 estimate, $486,177; current 1966 estimate, $570,677; supplemental request, $84,500).-Press and publications activities consist of the following:

The supplemental request of $84,500 will provide (a) $55,000 increase for Vietnam to cover local costs related to the circulation of 2 new periodicals and increaesd circulation of 2 existing periodicals, translation costs of 10 RSC-Manila pilot pamphlets, planned production and printing of 22 USIS-originated pamphlets, and costs for contract mailing and distribution; and (b) $29,500 for Thailand to cover local costs related to increased circulation of 2 existing periodicals, planned production and distribution of additional copies of 12 tactical pamphlets, 12 posters on development and security, and other pamphlets and leaflets on various themes and subject matter.

4. Motion picture activities (prior 1966 estimate, $311,937; current 1966 estimate, $399,943; supplemental request, $88,000).—Motion picture activities consist of the following:

The supplemental increase of $88,000 for Vietnam will provide for the local production of 15 additional films on various subjects and themes; an increase in the number of prints of locally produced films, both for new locally produced films and replacement prints of existing locally produced films; and for local travel and per diem costs of four local motion picture technicians.

5. Information center and related activities (prior 1966 estimate, $1,054,405; current 1966 estimate, $1,179,405; supplemental request, $125,000).—Information center and related activities consist of the following:

The supplemental increase of $125,000 will provide (a) $75,000 for Vietnam to cover local expenses in connection with locally produced exhibits, conducting seminars and increased operation of multimedia vehicles, and (b) $50,000 for Thailand to cover local expenses related to locally produced exhibits and increased operation of multimedia vehicles.

6. Binational center assistance (prior 1966 estimate, $315,577; current 1956 estimate, $329,577; supplemental request, $14,000).-Binational center assistance consists of the following costs:

The supplemental increase of $14,000 for Vietnam will provide for assistance it meeting local operating costs to support an expanded Vietnamese binational certer program.

7. Research activities (prior 1966 estimate, $44,171; current 1966 estimate. $174,171; supplemental request, $130,000). The supplemental request of $130.000 for Vietnam will provide (a) $68,000 for research studies in Vietnam to assis and evaluate the informational and psychological activities—such studies will be undertaken to determine the opinions and attitudes among general and special segments of the population, to find the most effective ways and means of reaching these audiences, and to measure the impact and persuasiveness of specific programs; and (b) $62,000 for professional guidance and technical advice to local researchers, facilities for processing the data obtained from the studies and other support to the research efforts in Vietnam.

8. Program direction (prior 1966 estimate, $184,143; current 1966 estimate. $315,743; supplemental request, $131,600).—The supplemental request of $131.600 will provide increases for Vietnam ($110,800) and Thailand ($20,800) to cover the American and local employee per diem and air travel costs related to the expansion of field support programs in these two countries.

9. Direct administrative expenses (prior 1966 estimate, $978,804; current 1966 estimate, $1,396,377; supplemental request, $417,573).-The supplemental request of $417,573 will provide increases in Vietnam ($306,173) and Thailand ($111,400) to cover the costs of leasing residential and office space, including furniture and equipment and other direct administrative expenses.

The supplemental needs for Vietnam represent a net requirement. Total additional residential space requirements in Vietnam have been partially offset by a shift of resources resulting from the curtailment of operations in Indonesia and Cambodia.

The supplemental request of $532,700 will provide for training positions, salaries and per diem, vehicles, home leave and transfer costs and medical expenses in support of position and program increases for southeast Asia.

WORLDWIDE MISSION COSTS

EXPLANATION OF REQUIREMENTS

1. Training, supplemental request, $143,590

The supplemental request will provide 8 man-years and $107,776 in salary coupensation and benefits for long-term training and $35,814 in travel and per diec for short-term training in Thai and Vietnamese area and language courses fir Agency foreign service officers. Tuition costs at the Foreign Service Institute are reflected under "Administrative support."

2. USIS vehicle replacement, supplemental request, $204,800

The request will provide for the purchase and shipping of 31 additional and 14 replacement vehicles for Thailand ($129,800) and 27 additional vehicles for Vietnam ($75,000).

3. Home leave, transfer, and related costs, $177,727

The request will cover 40 appointment trips to Washington ($20.720) and to the field ($107,840); related to the increase of 40 USIS missions positions, and 11 additional home leave trips from Vietnam resulting from the change in the tour of duty from 2 years to 18 months ($49,167).

4. Foreign Service medical expenses, supplemental request, $6,583

The supplemental request of $6,583 will provide for hospitalization, medical evacuation travel, immunization, and examination costs for 59 additional American positions (USIS missions, 40; IBS, 19) at an average cost of $111.57 per employee.

This supplemental request provides for increased production of periodicals and pamphlets at the Manila Regional Service Center for Vietnam and Thailand and the domestic purchase of printing paper, press and photographic supplies, and equipment for four new branch posts in Thailand and increased support to strengthen existing programs in Thailand and Vietnam.

This provides, for Vietnam, the printing of a new youth magazine (monthly) with a circulation of 25,000 copies per issue and a new cultural magazine (quarterly) with a circulation of 5,000 copies per issue to reach the intellectual and educated Vietnamese. Free World (Vietnamese edition, monthly) will be increased to 200,000 copies per issue, and Rural Spirit (monthly) will be increased to 350,000 copies per issue for coverage of provincial areas. It also provides for the printing of nontopical mass airdrop leaflets. The cost of these printing services for Vietnam is offset in part by the shifting of resources from program reductions in Cambodia and Indonesia.

For Thailand, this estimate provides for increased printing of Free World (Thai edition, monthly) to 110,000 copies per issue, Wall Newspaper (monthly) to 120,000 copies per issue and the printing of nontopical leaflets and pamphlets.

PRESS AND PUBLICATIONS SERVICE

Summary of supplemental request

Materials and equipment‒‒‒‒‒

$48, 600 This provides for the purchase of basic press and photographic supplies and equipment for each of the four new branch posts to be opened in north Thailand and paper, press, and photographic supplies for local printing of quick tactical leaflets, pamphlets and other quick reaction materials to strengthen existing local programs in Vietnam and Thailand.

The cost of the additional materials for Vietnam is offset in part by the shifting of resources from program reductions in Cambodia and Indonesia.

The Motion Picture Service is requesting $412,400 in the 1966 supplemental request to provide additional motion pictures and related materials and servicing in support of the expanded USIS programs in Vietnam and Thailand. This increase will provide for additional prints of Agency films, projectors, auxiliary projection equipment, maintenance supplies and equipment, and production supplies and equipment.
