And every time we buy some of that and put it into the competitive market, we are reducing the possibility of future problems. So it took a while, but I think I can put my hand on it now.

Senator WALLOP. I just do not want to have to have them pay the $23 bonus. Take it out of the State Department.

Senator FORD. Malcolm, we will take anything we can get anywhere we can get it. And if it has to come from the State Department, so be it. They need to be lean and mean anyhow; a little more on the mean side maybe sometimes.

Gentlemen, you understand, and family, that this is probably one of the quickest hearings that we have had here. It indicates the quality of the nominees and I am appreciative of the Senators, particularly on this side, that are complimentary of those that our President would nominate.
