Renovations and alterations to 501 First Street, S.E..

This building, located at First and E Streets, S.E, is a 2-story, 21,000 square foot structure. If this building is acquired for use by the Legislative Branch, funds are required to perform various renovations and modifications to make it serviceable for use. The work involved includes roof replacement, remedial structural patching, and architectural, electrical and mechanical upgrading. Heating could be supplied by connecting the building to the Capitol Power Plant steam distribution system. Cooling is currently provided by window units. These funds are requested on a "No Year" basis.

Building...

The film laboratory of the House Recording Studio provides proces-
sing and printing services of still photographs for Members to be used
in the discharge of their official duties. The demand for this service
has increased dramatically since its introduction in 1974.

In Calendar Year 1978, the Studio produced 18,500 graphic prints for 135 Members. By the end of 1982 both figures had about doubled; prints to 36,000 and Members served to 281. While 1983 figures have not yet been totaled, additional increases in both figures are anticipated.

At the present time, all B/W and color photographic services are being produced in one small darkroom. To meet existing and future demands, the laboratory will be modified to accommodate two darkrooms each for color and B/W with a studio designed for shooting Member's official photographs and copy work needed for integration into television programs. Up to this point, the House Recording Studio has been using Television Studio A for the latter origination work but that is now virtually impossible since that studio has been expanded to provide additional television programming services.

In 1968 video tape recording facilities were introduced in the House Recording Studio. Due to the speed with which it could produce a finished television program ready for broadcast, it began to replace the need for 16mm motion pictures services. Calendar Year 1982 foreshadowed the total collapse of motion picture laboratory service and 1983 saw all that fully depreciated, no longer used equipment disposed of. Consequently Studio space is available for the production of materials associated with photographic still prints.

The work to be provided includes:

1. Construction of two walls and two light passage doorways.

2. Removal of two cement slabs.

3. Extension and reconfiguration of existing air and water
plumbing.

4. Heating, air conditioning, humidification, and ventilation

As in the past, the Studio will fund all equipment purchases ancillary to this project (i.e., processors, printers, sinks, enlargers, water chiller, water heater, etc.). Additionally, the House Clerk's Office will provide all necessary support work such as cabinetry and carpeting.

LONGWORTH AND RAYBURN HOUSE OFFICE BUILDINGS,
GARAGES AND HOUSE ANNEXES

Objectives

This appropriation provides for the structural, mechanical, and domestic care of the Cannon, Longworth and Rayburn House Office Buildings, Garages, and House Annexes, the House subways, and the operation of the mechanical equipment. The Cannon and Longworth Buildings each contain approximately 500 office and committee rooms, together with storage rooms, shops, transformer stations, and subways. The Rayburn House Office Building contains approximately 700 office and committee rooms, together with storage rooms, shops, transformer rooms, subways, and other miscellaneous facilities. The old building, known as the Cannon House Office Building, has a 300-car garage in its courtyard; the Longworth House Office Building has a cafeteria in its courtyard; the Rayburn House Office Building has a 1,600car garage in its substructure.

The Cannon Building is 76 years old, having been occupied January 10, 1908; the Longworth Building is 51 years old, having been occupied April 20, 1933; general occupancy of Congressional suites in the Rayburn Building commenced in February 1965 and was completed in April 1965. Occupancy of Committee Rooms in the Rayburn Building commenced in March 1965 and was also completed in April 1965. The underground garages in Squares 637 and 691, accommodating 1,276 automobiles and building maintenance shops, were placed in operation in September 1967 and are being operated and maintained under this appropriation under the provisions of existing law.

House Annex #1 ("Congressional Hotel") Building has been remodeled and the remodeled areas have
been occupied by House personnel under authority of Section 8 of Public law 92-313 (86 Stat. 222)
approved June 16, 1972. House Annex #2 ("FBI Building"), was made part of the House Office Buildings
complex for occupancy by the House, under authority of Public Law 94-6, approved February 28, 1975.

A regular force of 779 employees was allowed for the fiscal year 1984 for the care of these buildings and garages and their mechanical equipment, which includes such items as the air conditioning systems with their extensive and complex equipment; 66 elevators, 31 escalators and 1 lift; 1 dumbwaiter, and 2 subway cars and transportation system; electric fixtures and wiring; legislative bell, clock, and buzzer systems; plumbing fixtures and piping.

A force of 779 employees is required for 1985, the same as last year. This force, covering 3
shifts daily, consists of 108 mechanics and helpers in the general shops; 31 engineers, 58 mechanics
and helpers in the heating, ventilating and air conditioning departments; 39 attendants and 6 laborers
to operate garages in the Cannon and Rayburn House Office Buildings; 16 attendants and 6 laborers to
operate the underground garages in Squares 637 and 691; 4 attendants to operate the parking facility in
Square 692; 14 operators and 1 starter for the elevators; 5 subway car operators; 197 general laborers
and helpers, and 254 custodial workers; 1 Superintendent and 31 clerical and other assistants; 5
nurses, 1 Recreation Specialist; 1 Phsyio Therapy Aid and 1 Garage Superintendent.

The Architect performs his duties in connection with buildings under authority of the Acts of
March 4, 1907 (34 Stat. 1365), May 28, 1908 (40 U.S.C. 184), April 22, 1955 (40 U.S.C. 175), June 16,
1972 (86 Stat. 222), and February 28, 1975 (89 Stat. 11-12).
