Thomas C. Brackeen, Coordinator
Equal Opportunity Office

Library of Congress

Dear Mr. Brackeen:

October 19, 1978

As you will remember, the Guild contacted you this summer requesting data that would reflect various stages and aspects of the discrimination appeal system here at the Library. You responded that it would be impossible for you to give us the data due to a shortage of staff.

We realize that you are working under difficult conditions. But in order to participate in "the development of all Affirmative Action Plans", to quote Article IX of the Contract (p. 14), the Guild has a right to make "reasonable requests for non-privileged and non-confidential data relevant and necessary to assist in such considerations within a reasonable time."

We have determined that over 40 different sets of data would be needed to give a comprehensive. overall view of the mechanics and results of the discrimination appeal system. However, in an attempt to strike a balance between your staff shortage and our legitim te needs for (and rights to) information, we will only request statistics in the following five areas at this time, and we ask to be given these figures sometime in the next two months. Reuests for other pertinent data will follow at regular intervals, and we will do our best to make reasonable requests and be willing to wait a reasonable amount of time for your response.

Thank you again for the time you have already given us. assistance is truly appreciated.

Your continued

Yours very truly,

Donald Panzera

President, Local 2910
