Wage-Rate Increases
Authorized by 5 U.S.C. 5343, 5344, 5349: Increase, determined as a result
of surveys commenced on August 15, 1978, resulting in new wage rates
effective October 22, 1978, under the Federal Wage System, affecting 665
Wage-Board employees carried under this appropriation, paid at new October
1978 rates for 11 months in fiscal year 1979 and required to be paid at
such rates for 12 months in fiscal year 1980. Full year base pay cost of
October 1978 increase, $475,000, less amount of $447,800 requested as a
1979 Pay Supplemental to cover costs in fiscal year 1979 Additional
amount required for fiscal year 1980.

Within-grade promotions authorized under the Prevailing Rate System for
Wage-Board employees compensated under such system.

Within-grade salary advancements and other changes authorized by
5 U.S.C. 5331-5336 for "GS" employees compensated under "General
Schedule" Pay Rates (Classification Act)

Increased Civilian Pay Act Costs

This increase results from new pay rates established for "GS" employees
by Executive Order 12087, effective the first pay period in October 1978,
issued October 7, 1978, under authority of section 5307 of title 5 of the
U.S. Code, affecting such employees......

Regular Pay above 52-week Base allotment increased from $40,000 to
$80,000 to cover two additional days instead of the usual one
additional day above the 52-weeks Base (normal year 260 days based
on 52 weeks x 5 days per week) next year being leap year......

General annual repairs increased from $32,000 to $35,000.

This allotment, last increased in fiscal year 1974, requires an increase of $3,000 to keep abreast of rising costs during the preceding six years.

Provided under this allotment are such repairs as carpentry, concrete, and masonry, machinery and equipment, electrical, sheet metal work, plumbing, plastering, brickwork, and other similar repairs required for proper structural care and upkeep of the House Office Buildings.

Annual Painting increased from $50,000 to $81,000..

For 1980, $81,000 is requested for annual painting under this allotment. Of this amount, $55,000 (representing an increase of $5,000 above 1979) is based on normal average painting of 35 three-room suites in the Cannon Building, 32 three-room suites or the equivalent in the Longworth Building, 42 three-room suites and cabinets in the Rayburn Building, and miscellaneous painting in House Annex #1.

Under rules set by the House Office Building Commission, for many years
Congressional offices were normally allowed to be painted once in every
4 years. These rules were changed by the Commission in February 1973.
Since then, painting of Congressional offices is now allowed every two years.

The balance of the request, $26,000 is requested for 1980 for scraping, recaulking, reputting, and painting the exterior metal frames and sashes in House Annex #1. For proper preservation it is necessary that this exterior work be accomplished.
