Maintenance of Taft Memorial increased from $2,000 to $5,000..

An increase of $3,000 is requested under this allotment to provide funding for the rewinding or where necessary the replacement of bell motors. These motors, due to age, wear, and more frequent use than has been experienced previously, require more replacements and maintenance. The memorial was erected under authority of Senate Concurrent Resolution 44, 84th Congress, and completed and accepted by Congress in 1959. Under the provisions of Section 4 of Senate Concurrent Resolution 44, the Architect of the Capitol is responsible for maintenance of this memorial.

Disposal of solid waste increased from $25,000 to $30,000..

Question

This allotment was initially allowed in fiscal year 1974. arose at that time as to the legal necessity of paying the District Government for use of incinerators and dumps under its control for disposition of solid waste hauled daily to such facilities from the Capitol Buildings and Grounds. After consideration of the matter by the Comptroller General, it was concluded that the fee charged by the District Government for such usage was thereafter properly payable by Federal Agencies. The item was then presented to the Appropriations Committee and an allotment of $12,000 was allowed. The request was based on a charge of $5.00 per ton for materials deposited at the incinerators and dump.

Funds in the amount of $31,500 are requested for replacement of a 20-cubic yard compactor truck equipped with a rear loader body.

The present one, a 1974 International, due to its age and constant use experiences downtime of from one-and-a-half to two months annually. By 1980, it is forseeable that from an economical or safety viewpoint, it will be virtually impossible to maintain.

Capitol Grounds personnel and vehicles are responsible for the removal and hauling of paper, trash and debris from all the buildings and grounds in the Legislative Group to the District of Columbia dump.

The vehicle proposed for purchase will provide for a much more efficient operation, both in manpower utilization and trash collection dependability.

Replacing sections of sidewalks in various areas of the Capitol Grounds..

This

Work to be performed under this item is the replacement of deteriorated sidewalks in areas where major cracks or upheaval exists. work is necessary to preclude further damage to adjacent sidewalk areas and to avoid the possibility of Federal Tort claims arising from accidental injuries incurred in these areas.

For 1980, it is requested that an allotment of $20,000 be allowed to replace approximately 500 square yards of concrete sidewalk at the northeast and southeast approaches to terraces of the Capitol Building.
