Mr. BENJAMIN. OK. Bob, do you have any questions on that? PRESERVATION OF HISTORIC DRAWINGS Mr. BENJAMIN. The Preservation of Historic Drawings-we had discussed before because there was a very conservative or understatement of cost. In the justification here, this will take care of it then? Mr. WHITE. Yes. You may recall I showed those samples of drawings to you. Mr. BENJAMIN. Yes. Mr. WHITE. We have some here now if you would like for any reason Mr. BENJAMIN. I have seen them. Mr. Michel has not, because he hasn't served on the subcommittee before. Perhaps he would like to look at those. Dr. RADICE. These are two drawings by Robert Mills, who was an architect involved with the Capitol in the 1820's, 1830's and 1840's. They are regarded as priceless drawings; they were severely damaged through age and the photographs that are in front of you show that, the four photographs. Each one of these drawings required about 150 hours of work. Mr. WHITE. They are really works of art at this point rather than drawings, and they are really a priceless collection of treasure for the Government; we think they should be properly preserved, and that is what this request is for. Mr. BENJAMIN. Would you indicate for the record where you are going to have those displayed when completed? Mr. WHITE. Yes. We will, of course, not have all of them on display. Mr. BENJAMIN. No? Mr. WHITE. We have a few thousand of them; but one of the requests that we make in the justifications, Mr. Chairman, is for $10,000 for use in providing for displays in this building, and I think that would be one of the uses for those funds. We will provide for the record the locations. [The information follows:] The Architect of the Capitol is charged with the design and maintenance of exhibits in 16 wall mounted and 16 floor mounted display cases in the Crypt on the floor below the Rotunda of the Capitol. The historic drawings will be exhibited in those display cases on a rotating basis, in order to avoid over-exposure to light, and will be available for loans to appropriate museums, libraries and other scholarly institutions. SECURITY FOR DRAWINGS Mr. BENJAMIN. How about the security, in order that we can protect them? Mr. WHITE. You mean the security for the drawings? Mr. WHITE. We would provide for that as we presently do for items displayed in the crypt. The security alarm system used to be provided by ADT; but we are now connected into our own signal system, which we are doing in general for security purposes in various committees and agencies that require it, since we have that facility now; that, incidentally, saves some money by not having to pay rental to ADT for a signal system. Mr. BENJAMIN. Do I recall correctly, too, that you indicated that these were to be displayed in the Main Library Building, once that is restored? Mr. WHITE. That would be a place where they could also be displayed. As with all of these kinds of documents, Mr. Chairman, they need to be carefully guarded in terms of light, so the display would be temporary and then some would be returned, and some others then displayed.
