Wage-Rate Increases
Authorized by 5 U.S.C. 5343, 5344, 5349: Increase, determined as a result
of surveys commenced on August 15, 1978, resulting in new wage rates
effective October 22, 1978, under the Federal Wage System, affecting 665
Wage-Board employees carried under this appropriation, paid at new October
1978 rates for 11 months in fiscal year 1979 and required to be paid at
such rates for 12 months in fiscal year 1980. Full year base pay cost of
October 1978 increase, $475,000, less amount of $447,800 requested as a
1979 Pay Supplemental to cover costs in fiscal year 1979 - Additional
amount required for fiscal year 1980.

This increase results from new pay rates established for "GS" employees
by Executive Order 12087, effective the first pay period in October 1978,
issued October 7, 1978, under authority of section 5307 of title 5 of the
U.S. Code, affecting such employees..

Regular Pay above 52-week Base allotment increased from $40,000 to
$80,000 to cover two additional days instead of the usual one
additional day above the 52-weeks Base (normal year 260 days based
on 52 weeks x 5 days per week) next year being leap year..

Overtime and Holiday Pay (5 U.S.C. 5544) increased from $1,213,100 to
$1,221,100, resulting from base pay changes authorized by law....

Sunday Premium Pay increased from $62,000 to $62,200, resulting from
base pay changes authorized by law. Under the provisions of
5 U.S.C. 5544-5546, Sunday Premium Pay is based on 25% of base pay
rates for work performed on Sunday, which amount is paid in addition
to the regular daily basic rate of pay.....

Night Differential Pay increased from $416,000 to $417,200, resulting
from base pay changes authorized by law. Under the provisions of
5 U.S.C. 5343, night differential pay is based on 7% of base pay
rates for work schedules between 3:00 P.M. and midnight and 10%
for work schedules between 11:00 P.M. and 8:00 A.M.

Contribution to Retirement Fund increased from $806,200 to $828,700,
required by 5 U.S.C. 8334, resulting from increased base pay rates..
Payment to Life Insurance Fund increased from $48,100 to $50,000.
This payment is required by 5 U.S.c. 8708. The additional amount
requested for 1980 is to cover current costs....

Payment to Employees' Health Benefits Fund increased from $256,000
to $335,000, authorized by 5 U.S.C. 8906. This increase is
requested to adjust the allotment to actual current cost of
this item......

General annual repairs increased from $32,000 to $35,000..

This allotment, last increased in fiscal year 1974, requires an increase of $3,000 to keep abreast of rising costs during the preceding six years.

Provided under this allotment are such repairs as carpentry, concrete, and masonry, machinery and equipment, electrical, sheet metal work, plumbing, plastering, brickwork, and other similar repairs required for proper structural care and upkeep of the House Office Buildings.

Annual Painting increased from $50,000 to $81,000.

For 1980, $81,000 is requested for annual painting under this allotment. Of this amount, $55,000 (representing an increase of $5,000 above 1979) is based on normal average painting of 35 three-room suites in the Cannon Building, 32 three-room suites or the equivalent in the Longworth Building, 42 three-room suites and cabinets in the Rayburn Building, and miscellaneous painting in House Annex #1.

Under rules set by the House Office Building Commission, for many years
Congressional offices were normally allowed to be painted once in every
4 years. These rules were changed by the Commission in February 1973.
Since then, painting of Congressional offices is now allowed every two years.

The balance of the request, $26,000 is requested for 1980 for scraping, recaulking, reputting, and painting the exterior metal frames and sashes in House Annex #1. For proper preservation it is necessary that this exterior work be accomplished.

Supplies and Materials increased from $230,000 to $253,000.

For 1980, $23,000 is requested to place this allotment on a current
need basis. The last increase was provided in fiscal year 1978.

This allotment provides for cleaning, plumbing, carpentry, heating, electrical, hardware, toilet and general supplies for the House Office Buildings Complex; also, supplies and materials for Committees and offices other than Members offices in the three office buildings and annex buildings.

Elevator and escalator repairs increased from $39,000 to $40,900...

This increase is requested to cover the continued rise in cost of work
performed under this allotment.

This allotment provides for the regular annual maintenance and repair of 23 elevators and 1 lift in the Cannon and Longworth Buildings, 30 elevators and 23 escalators in the Rayburn Building, 6 escalators providing access between the Rayburn and Longworth Buildings, 2 elevators and 2 escalators in the Underground Garages in Squares 637 and 691, and 3 elevators in House Annex #1 (former Congressional Hotel) and 8 elevators in House Annex #2 (former F.B.I. building), and provides for the purchase of such items as cable, minor replacement and repair parts, lubricants, oil, grease, tools, and cleaning fluid.

Insect and pest control increased from $9,500 to $10,500....

Since 1963 funds have been provided annually for the control of insects and pests in the Cannon and Longworth buildings, since 1965 for such control in the Rayburn building, since 1974 for such control in House Annex #1, and since 1977 for such control in House Annex #2.

At the initiation of providing such service to the House Annex #2, the total appropriation required, requested and approved was $9,500. The base availability has remained unchanged since that time. this allotment by $1,000 for 1980. costs and present expenditures projected indicate the need to increase
