OCCUPANCY PRESSURES AT HOUSE OFFICE BUILDING ANNEX NO. 2

Mr. WHITE. The basic explanation of why the cost kept changing is that there was so much pressure to occupy the building that we exceeded 50 percent of the building's area being occupied-it went up to 60 percent-which meant that we had to go to three phases, because if you can only work in one third of the building, then instead of 50 percent occupancy and doing it in two phases, you have to do it in three steps, because you can only work in one third of the building at a time, and then you move one half of the occupants into the completed portion, and then work in the space they moved from.

Mr. BENJAMIN. In spite of all this pressure, don't you really control that?

Mr. WHITE. I really don't, Mr. Chairman.

HOUSE OFFICE BUILDING COMMISSION JURISDICTION

Mr. BENJAMIN. We just introduced into the record a letter from the Speaker, Mr. O'Neill who tells us why OTA can't move in. Don't you really prepare those things for the House Office Building Commission?

Mr. WHITE. Yes, of course, but in terms of specific information-

Mr. BENJAMIN. Which means you could have done the same thing to all these people that were supposedly pressuring you that made you go from two phases to three phases.

Mr. WHITE. But I should point out that space assignment as such is under the jurisdiction of the House Office Building Commission. If the House Office Building Commission says to me, how much area is available to assign, and I explain what I have just explained to you, as I did, and yet a committee chairman is eager for more space and brings other kinds of pressures to bear, saying: "We have new subcommittees and we have staff and we have no place to put them," and I am told "We must have that space," we have to provide it for them. I just work here, Mr. Chairman.

Mr. BENJAMIN. I am not quite willing to accept that degradation. Go ahead.

INCREASED PHASING

Mr. WHITE. In any event, what happened was that we went to three phases. Subsequently the building was occupied over 75 percent, which meant we had to go to four phases. Each time you do that, it takes longer. I finally made the statement that if that kept on, we would be down to one room, and we would finish the building one room at a time, which would perhaps take 40 years or so. I assure you that every effort was made to try to prevent the occupancy of the building and, therefore, not to delay the final occupancy and, therefore, not to cause the costs to go up.

It just seemed it was beyond my control to do so, Mr. Chairman I exerted the best efforts that I could. That is the basic reason for the costs increasing.

PRESENT OCCUPANCY OF HOUSE OFFICE BUILDING ANNEX NO. 2

Mr. BENJAMIN. Of the 99,000 square feet that you reported unoccupied about this time last year, how much of that is occupied now, approximately?

Mr. WHITE. There are 256,781 square feet being occupied in the building now. There are 1,234 people. This was as of March 15. Mr. BENJAMIN. If I recall, wasn't it 271,000 square feet of usable space?

Mr. WHITE. 371,000.

Mr. BENJAMIN. Did you have tenants move off?

Mr. ELLIOTT CARROLL. The difference is where the modernization construction was going on.

Mr. BENJAMIN. Did you not report this being unoccupied last year?

Mr. ELLIOTT CARROLL. Construction was going on.

Mr. BENJAMIN. None of that construction is completed?

Mr. ELLIOTT CARROLL. Construction has moved to another part of the building.

Mr. BENJAMIN. You are talking about another quarter of the building?

Mr. ELLIOTT CARROLL. Yes, sir.

Mr. WHITE. May I explain, Mr. Chairman?

Mr. BENJAMIN. Please.

Mr. WHITE. Last year we reported that we had 268,380 square feet being occupied. The 371,000 I think is net.

Mr. ELLIOTT CARROLL. Yes.

Mr. BENJAMIN. It is net.

Mr. WHITE. We can provide that for the record. I don't have it in front of me.

PROJECTIONS FOR HOUSE OFFICE BUILDINGS

Mr. BENJAMIN. Do that, and as I asked you to do, update the charts. Provide along with that, how much is still being renovated, how much of that which is renovated is occupied, and then, of course, I am asking for projections as to whether you have tenancy for all of it.

I would like also to have similar charts for Annex 1, the House side of the Capitol, Rayburn, Longworth, and Cannon Buildings so we can put this all in one spot and everybody can see it.
