- 6 installation of electronic hardware for the distribution of cable television and data information in the Senate Complex, $125,000; installation of necessary equipment to connect House Annexes Nos. 1 and 2 to the existing Community Antenna Television distribution network, $155,000; $300,000 for replacement of underground steam lines serving the Capitol Building, from South Capitol Street Main Lines; and $348,800 to continue an energy conservation program in the Dirksen Senate Office Building, for which $55,000 will be allocated, in the Rayburn, Cannon, and Longworth House Office Buildings and House Annex #2, for which $224,500 will be allocated, and the Library of Congress Main and Jefferson Buildings, for which $69,300 will be allocated through selective equipment modification and replacement based on energy efficiency and future automated control. As stated last year, it is intended that the energy conservation program be expanded on a gradual basis, to include similar modifications and replacements in the entire Legislative Complex of Buildings, as required and subject, of course, to the approval of future funding requests. We anticipate, Mr. Chairman, from our computations, that these expenditures will more than pay for themselves through savings in energy costs. Also, this category contains the remaining $2,984,000 requested to restore funds withheld from obligation and expenditure during fiscal year 1979, as previously stated. Restrictions were imposed in the amounts indicated in the following items: - 7 (1) Program for Energy Conservation, Dirksen Building, Installation of steam meters in Capitol Buildings Complex, $30,000. Although that summarizes the general items, Mr. Chairman, I should like also to briefly describe the current status of four major projects. Complete detail with respect to each project is presented in the Budget Justifications and appears on pages 1.5 through 1.18. apd First is the Library of Congress James Madison Memorial Building: year 1980. - 8 Second, are the Modifications and Enlargement of the Capitol Power Plant: This project is being constructed in five phases. Work under Phase I is complete with the exception of the completion of the installation of four large centrifugal refrigeration machines and a cooling tower, currently scheduled to be in operation by June 1979. Phase II site preparation is completed. Phase III construc tion of the new refrigeration and operations buildings and tunnel is 99% or substantially complete. Phase IV procurement and installation of mechanical and electrical to be completed by September 1980. Final project completion date is projected to be December 1980. Third, is the Construction of an Extension to the Dirksen Senate Office Building: This project (designated as the Philip A. Hart Senate Office Building project) is presently planned to be constructed in five phases. Phase I, construction of temporary vehicular and service access and Phase II for excavations and foundations, are completed. Phase III for exterior stone work is 99% or substantially complete. Phase IV for construction of the superstructure is in progress and scheduled for completion in April 1980. Phase V, interior and related work, has been separated · 9 into two parts, i.e., V-A to accomplish the partial alterations to the existing buildings. Fourth, is the Master Plan for Future Development of the Capitol Grounds and Related Areas: The plan is being accomplished in three Phases. Phase I and II reports were completed and distributed in August 1976 and August 1977, respectively. Phase II contains a series In addition, there is also presented on pages 1.19 and 1.20 of the justifications, a statement with respect to the West Central Front of the Capitol: 10 PROGRAM SUPPLEMENTALS As a final matter, Mr. Chairman, I have requested three program supplementals in the 1980 Budget for fiscal year 1979. They are: Installation of Solar Collectors in House Office Buildings, $3,000,000; Construction of an Extension to the Dirksen Senate Office Building, $49,500,000; and Library Buildings and Grounds, Structural and Mechanical Care, $425,000. The latter amount represents six months funding for 39 additional positions requested to provide full staffing of the James Madison Memorial Building, for those areas under my jurisdiction and necessary for care and maintenance with the imminent occupancy of the building. If approved, the position authorization and related funding will remain in the 1980 base. Accordingly, only annualization is included in the 1980 request. All of these projects have been included in the 1980 Budget, as transmitted, and will be justified and submitted separately as Fiscal Year 1979 Supplementals.
