Salaries authorized by House "Allowances and Expenses, Salaries Resolution." The allowance for the intern program has been revised and has been increased to reflect the cost-of-living increases. The current allowance rate of $1,360 for the 2-month period payable at a rate not to exceed $680 per month. This monthly rate is equivalent to $8,160 per annum. REVIEW OF LBJ INTERN PROGRAM In the last session of the 95th Congress, the Committee on House Administration heard testimony from interested parties regarding intern programs. I understand the committee may, again this session, review the current LBJ intern program. Certain programs presented in the earlier testimony would require additional funding, while others would merely provide greater flexibility within the existing allowance. Inasmuch as specific changes are not known at this time, we are requesting only the requisite funding for the existing LBJ intern program. Please proceed unless there are any questions. COMMITTEE EMPLOYEES Mr. HENSHAW. Mr. Chairman, the fiscal year 1980 estimate for salaries of professional and clerical employees of the House Standing Committees, including the Committee on Appropriations and the Committee on the Budget, is $24,705,000. As all of you know, 20 of the standing committees are authorized 600 professional and clerical employees. In addition, the Committee on Appropriations and the Committee on the Budget are excluded from the "18-12" rule, and may employ such staff as they require. The Committee on Appropriations had 116 staff members on October 30 and the Committee on the Budget had 76. The committee employees paid from this appropriation are augmented by investigative and other personnel hired by committees under "Special and Select Committees" funds appropriated as a part of the contingent fund. I shall discuss that request in more detail when we reach that portion of the hearing. I shall include the usual table showing the authorized number of employees for the committees-other than Appropriations and Budget and indicate the number of employees as of last October 30th. These are available for the record. [The information follows:] MAXIMUM SALARY OF COMMITTEE EMPLOYEES Mr. HENSHAW. House rules provide that up to two professional staff members on each standing committee may be paid at a rate equal to Executive Level IV ($50,000). The maximum salary for other committee employees is $47,500. COMMITTEE PERSONNEL STATISTICS As of October 30, 1978, there were 517 employees on the rolls of the 20 standing committees with the total gross salary of $17,562,867 per annum or an average salary of $33,971. The Committee on Appropriations' payroll during the same time period included 116 employees with a total gross salary of $3,783,591 per annum or an average annual salary of $32,617. The Committee on the Budget had 76 employees at a total gross salary of $2,335,344 per annum or an average annual salary of $30,728. To provide a picture of the total number of personnel paid from standing and investigative committee funds, I would like to insert in the hearing record the following schedule. This tabulation shows that as of October 30, 1978, 2,073 employees were paid per annum gross salaries of $54,760,709 or an average annual salary of $26,416. To match your figure for fiscal year 1978, you indicate an expenditure of $22,795,777. Our Subcommittee Print for the same year reflects $23,155,966, which apparently is a difference of about $400,000. Do you know the explanation for that? Mr. HENSHAW. Let John Lawler if he could reflect on that, Mr. Chairman. Mr. LAWLER. The salary figures listed as committee employees are annualized salary figures based on employees appointed at a certain point in time. The dollar amounts referred to in the testimony reflect the actual disbursements in total dollars from that particular Treasury account-Committee Employees. These salary levels, as we indicate in the Subcommittee Print table on page 48, will change with each given month. There will be different gross annual appointed salary rates. It is a fairly dynamic payroll. COMMITTEE ON APPROPRIATIONS Mr. BENJAMIN. Proceed with Committee on Appropriations. Mr. HENSHAW. For salaries and expenses, studies and examinations of executive agencies, by the Committee on Appropriations, and temporary personal services for such committee, to be expended in accordance with section 202(b) of the "Legislative Reorganization Act of 1946," and to be available for reimbursement to agencies for services performed, $2,950,000. This is an increase of $55,000 with the major portion being due to an increased number of reimbursable personnel ($24,400) and additional nonpersonnel services ($21,800). Funds for the Appropriations Committee's regular staff are included in the appropriations for committee employees. These funds are requested by the chairman of the Committee on Appropriations.
