They have grown over the last couple of years, under authorizations from House Administration Committee. The particular reason for leaving them under the jurisdiction of the Doorkeeper is that they are supportive of one another, through not overlapping. By way of explanation: the ongoing legislative action recording and announcement of what is to come, a 24-hour service; the Whip call alert system, as directed by Leadership offices; floor message service; the delivery of messages to the Members on the floor by pages; official leave of absence arrangements; arrangements for permission to print material in the Record; Introduction of legislation; bulletin boards for legislative and leadership information; Members' call services for messages and placing outgoing calls; and assisting Freshmen Members acting as Majority Leader. The service is comparative in the Republican and Democratic Cloakrooms. Mr. BENJAMIN. Live transmissions from the Cloakroom base station announce votes, quorum calls, changes in the parliamentary situation and Majority Whip information. The LRS is an extension of the other Member information and communication services available from the Cloakroom. Floor Information Recording Dial ext. 57400 for 24-hour floor information service. During session the tape reflects up-to-the-minute detailed information on current chamber action, legislative bells, amendments, etc. After adjournment the tape reviews the major actions of the day's session, identifies recorded votes and quorum calls and the times at which they were taken. Legislative Program Recording Dial ext. 51600 for 24-hour legislative program information service. During day's session the tape briefly identifies the pending business, notes completed actions and lists the remaining program for the day and week. After adjournment the tape provides complete program information for the next session and the balance of the week. Both tapes provide leadership and other special Member information announcements. Whip Call Group Alert System Whip call telephone announcements originate from the Cloakroom at the direction of the leadership. Inquiries regarding whip call information should be directed to the Office of the Majority Whip at ext. 55604 or to the Cloakroom at ext. 57330. Democratic Congressional office staffs are reminded that the efficiency and effectiveness of their Members often depends on timely receipt of Whip Information. Democratic Whip messages should be passed along to Members as soon as received in order that Members may be apprised of developments on the House Floor and important information from the Democratic Leadership. Incoming Calls for Members Dial ext. 57330 to reach a Democratic Member on the House Floor. A thorough search of the chamber and the adjacent rooms is made. During busy periods, it may be necessary to re-dial several times. Floor Message Service Dial ext. 50466 to leave messages for Democratic Member on the House Floor. Continuous search is made of the chamber and the adjacent rooms. The large volume of message traffic prevents the Cloakroom from calling back to verify delivery of messages. The Floor Message Service accepts Congressional Record and Members' personal requests, however it cannot accept information calls due to heavy message traffic. Official Leave of Absence Members may arrange for official leave of absence pursuant to Rule VIII, Clause 1, in person at the Cloakroom desk or by dialing exts. 57330 or 50466. Congressional Record Permission and Material Dial exts. 57330 or 50466 to arrange permission for special order speeches, extensions of remarks, etc. Copy for the Congressional Record is sent to the Cloakroom (H-222 The Capitol) and must bear the actual signature of the submitting Member; unsigned material must be returned. Material for inclusion in "Extensions of Remarks" must be received not later than fifteen minutes after adjournment. Please do not send Record material through inside mail. Please assist the orderly processing of Record material by making Record requests as early as possible. Amendments for Printing in the Record Amendments for printing in the Congressional Record pursuant to Rule XXIII, Clause 6, are sent to the Cloakroom. They must bear the actual signature of the Member proposing to offer them and be received not later than fifteen minutes after adjournment. Explanatory statements may be placed elsewhere in the same edition of the Record. Such statements must also be signed and appropriate permission obtained. Legislation for Introduction Bills and resolutions for introduction may be sent to the Cloakroom and must bear the actual signature of the Member whose name appears first in the list of sponsors. Please send legislation for introduction promptly since it may be placed in the hopper only while House is in session. When Member desires to place a statement in the Record relative to the introduction of a bill together with the text of the bill, an extra copy of the bill must be provided. Bulletin Board The Cloakroom bulletin board provides Members with detailed and comprehensive legislative and leadership information. Members "Any Call" Service Members who must leave the Floor area during session may arrange to be notified for any reason by leaving word at the Cloakroom desk. Members are requested to cancel the call when it is no longer necessary. Members' Outgoing Calls Telephone pages are available to assist Members in placing calls from the Cloakroom. 35-533 - 79 - 22 (Pt. 2) Acting Majority Leader New Members customarily serve as Acting Majority Leader at the close of each daily session. The Cloakroom Manager will assist the Member performing the duties at the Leader's Table which consist of various legislative and Record requests and protecting the interests of the Majority. It is a vital function and valuable parliamentary experience. The Leadership requests Members to serve, if possible, when asked. |
