(g) Any overages disclosed by the inventory will be taken up on the stock record account of the institution on WD, Q.M.C. Form No. 445 as "Found at school". Report of survey will be initiated to cover all shortages disclosed by the inventory unless the authorities of the institution acknowledge liability for the loss and make payment therefor as contemplated in § 62.46 (e).*+ [Par. 14]

62.46 Unserviceable and lost property surveys, etc. (a) Government property worn out or damaged by fair wear and tear incident to the use of the property in military instruction prescribed or authorized by the Secretary of War will be replaced at the expense of the United States. Such property may be dropped from the institutions' accountability records on an approved survey report or inventory and inspection report. In event the survey report or inventory and inspection report designates the unserviceable property to be shipped to a depot or arsenal for salvage or repair, such property will be dropped only on the receipted shipping ticket on which it is shipped to the depot or arsenal. The survey report or inventory and inspection report authorizing its shipment will be attached to the receipted shipping ticket.

(b) Property lost, destroyed, or damaged by fire, flood, theft, tornado, or other similar causes, without fault or neglect on the part of the institution, its servants or employees, or any members of its Reserve Officers' Training Corps, will be replaced at the expense of the United States. To determine whether such loss, destruction, or damage was without fault or neglect on the part of the institution, its servants or employees, or members of its Reserve Officers' Training Corps, a survey will be had. The surveying officer will be appointed by the corps area commander.

(c) The professor of military science and tactics will report to the proper authorities of the institution in writing any facts, circumstances, or conditions which he believes to be prejudicial to the proper protection of Government property against loss through fire, flood, theft, tornado, or other similar causes. In the event that proper attention is not paid to such communication, report will be made to the corps area commander. Access to all such reports will be afforded to surveying officers appointed under provisions of paragraph (b). (d) Inspectors visiting Reserve Officers' Training Corps units will include within the purview of their inspections the precautions taken by institutions, their servants and employees, to protect Government property from loss, destruction, or damage by fire, flood, theft, tornado, or other similar causes. In the case of each such inspection the inspector will submit a report to the corps area commander stating whether or not every reasonable precaution is being observed. In case an unfavorable report is submitted the defects will be stated in detail and a copy will be furnished to the head of the institution concerned. Access to all reports made hereunder will be given to surveying officers appointed under the provisions of paragraph (b). (e) All other losses or damages of Government property for which the institution is accountable will be replaced by the institution or reimbursement will be made to the United States in the full value of

the property lost or damaged. In such cases if the authorities of the institution acknowledge liability for the loss or damage a survey will not be necessary and the account may be cleared by forwarding through corps area headquarters to the Chief of Finance, Washington, D. C., a check for the full value of the property shortage or damage, with an itemized list in duplicate of the articles grouped by classes for which payment is being made. The duplicate copy of the list will be retained at corps area headquarters and placed in the property auditor's file.** [Par. 15]

62.47 Waste material and salvage property-(a) General. The military property custodian will prepare shipping tickets and ship waste material and salvage property to himself as "acting salvage officer", thereby enabling him to have the necessary shipping tickets to support his property account. Waste material will be classified in accordance with the standard classification list of waste materials supplied by the Quartermaster General. Separating unserviceable property in accordance with the standard classification greatly increases its market value and assists buyers unable to make physical inspection to form a better estimate of the value of the property on which they are invited to bid. Unserviceable articles, not to be reclaimed, will be turned in to salvage. A record of all property and waste materials received for salvage will be maintained in such a manner that any inspecting officer may be able to trace salvage from the date it is received to the date of sale or other disposition thereof. The record will show the source from which received, namely, expendable list, survey, inventory and inspection report, or statement of charges. When articles are disposed of by utilization, by issue to organizations, depots, or other services, or by sale, proper notation of disposition will be made. Professors of military science and tactics will personally supervise the matter of classification, the record of receipt, and the disposition of salvage materials. A considerable quantity of material arrives in salvage which has never been accounted for, such as brass shells from target practice, empty barrels, etc. These articles are very valuable. Professors of military science and tactics will cause them to be turned over to the acting salvage officer, who will take them up on the record herein prescribed. (b) Disposition of waste material and salvage property other than by sale. If for any reason disposition by sale is deemed inadvisable, property may be transferred to a depot or local quartermaster designated by the corps area quartermaster, provided transfer can be made by Government truck or at the expense of the institution involved. Shipment on Government bill of lading will not be made without express authority therefor.

(c) Disposition of waste material and salvage property by sale. Authorized methods of sale are prescribed in § 83.4.

Copies of WD, Q.M.C. Form No. 328 (Circular Proposal Sale of Waste Material) will be furnished all professors of military science and tactics from the office of the corps area quartermaster upon requisition on WD, Q.M.C. Form No. 400.

Six copies of each circular advertisement covering the sale of waste materials will be furnished the Quartermaster General at the time distribution thereof is made to prospective purchasers and bidders, from stations within the continental limits of the United States, and two copies from stations beyond the continental limits of the United States.

Sale will be made to the highest bidder on sealed proposals, on due public notice, and in such market as the public interest may require. Bids will be abstracted on War Department Forms Nos. 14 (Abstract of Bids) or 29 (Abstract of Bids (long form)) and forwarded, in triplicate, directly to the corps area quartermaster. Upon notice of award from that office the successful bidder will be informed and after the purchase price has been paid delivery will be made "As is, Where is", without expense to the Government for handling or for transportation.

When payments are made by check, only certified checks will be accepted. Receipts from sales will be forwarded to the corps area quartermaster.

Deposits of unsuccessful bidders will be returned when the award is made.

Sale by negotiation will not be resorted to unless the property involved has a sale value of less than $500, and then only after it has been offered at least twice, either on sealed proposals, or at public auction, or both, except as provided below for sales of rags. Where, in the opinion of the quartermaster, salvage property having a sale value of, or in excess of, $500 should be sold by negotiation owing to the fact that neither of the two prescribed methods had yielded satisfactory prices, the matter will be referred to the Quartermaster General for instructions before final action is taken. Sales of rags may be made to any vocational training activity of the Government as required for use in the manufacturing of rag rugs as a part of such training, at the prices shown on the latest issue of the Quarterly Current Price List Bulletin issued by the Quartermaster General, plus cost involved for packing, handling, and transportation. Before the material is delivered or shipped to the buyer, payment will be made to the shipping quartermaster who will transmit the proceeds to the finance officer for deposit to the credit of miscellaneous receipts. When approved by the Surgeon General, public animals suffering from periodic ophthalmia may be sold by negotiation to recognized medical educational institutions for the purposes of observation and treatment to relieve suffering and to determine the cause and cure for this disease. All costs accruing from transportation and delivery to purchaser of any animal thus disposed of will be paid by the purchaser.

Before animals are delivered or shipped to the buyer, payment will be made to the shipping quartermaster who will transmit the proceeds to the finance officer for deposit to the credit of miscellaneous receipts.

Sales to officers, enlisted men, and civilian employees will not be made.

Report of each sale will be made by the acting salvage officer on War Department Form No. 325 (Account of Sales of Public

Property at Public Auction or on Sealed Proposals) in quintuplicate (one copy of Form No. 325 will be attached to the abstract of bids, marked "For the Quartermaster General") and, together with the proceeds of the sale, will be forwarded to the corps area quartermaster by the professor of military science and tactics.

The copy of War Department Form No. 325 marked "For the Quartermaster General", attached to the copy of the abstract of bids, constitutes the report of the sale to be made to the Quartermaster General, and will be forwarded to him by the corps area quartermaster.* [Par. 16]

62.48 Commutation in lieu of uniforms-(a) General. Institutions having senior divisions of the Reserve Officers' Training Corps units may be paid commutation for such units in lieu of the issue of Government uniforms in kind, if they so elect, under the conditions hereinafter prescribed; but no institution will be permitted to draw commutation for some units or individuals and uniforms for others; except that institutions maintaining senior units may be authorized to draw commutation for students in the advanced course and for basic course members of a duly constituted band, and uniforms for the other basic course members.

Institutions which elect to draw the commutation will not be entitled to draw any articles of uniform from the Government for students for whom commutation is drawn. Institutions which elect to draw uniforms in kind for students in a course will not be permitted to draw commutation for such students during that school year.

Commutation cannot be drawn for the purpose of purchasing from the Government articles of uniform which are authorized for issue to the Reserve Officers' Training Corps.

Commutation is payable only if it be used to provide a suitable uniform. If an olive-drab uniform is adopted, basic students will be required to wear the distinctive lapel of sky blue.

(b) Annual allowance. The rate of annual commutation allowed for Reserve Officers' Training Corps students for each year will be prescribed from time to time by the Secretary of War. A rate so prescribed for a training year will apply for the nine months school calendar ending with the close of the term, semester, or other major subdivision of the school calendar which ends nearest to June 30. The expression "training year" or "school year" as used in this paragraph will be so construed.

(c) Payment. Should an institution desire commutation of uniforms at the rate and under the conditions herein prescribed for its Reserve Officers' Training Corps students, the head of the institution or the duly authorized representative thereof will request authority from the corps area commander not later than the end of the academic year preceding the one in which they desire to receive such commutation. The application will state the probable total number of students in a course for which commutation is desired. This request, if approved by the corps area commander, will be promptly forwarded to The Adjutant General for final action.

Institutions once authorized to receive commutation need not repeat the request for subsequent years, but each year will furnish a statement of the total number of students in a course for which commutation is desired.

At the close of each training year final settlement will be made on the commutation basis prescribed for that training year for students not completing a full training year. For the purpose of such final settlement it will be assumed that the training year covers a period of nine months, and a student must use a uniform nine
