quired of inserts bearing no reference to meat or meat food products or those which advertise meat or meat food products in general and which probably will not be construed as pertaining specifically to the accompanying product. If a proposed insert bears any statement pertaining to meat or meat food products which is false or misleading, or in case of doubt as to the scope of this ruling in relation to any particular insert, a copy of the insert should be submitted to the Washington office for a specific ruling, pending which its distribution in containers of meat or meat food products should be deferred.

Materials bearing copies or reproductions of the inspection legend must be approved in accordance with the specific terms of the regulations.* TSRA, BAI 216, Apr. 1925]

17.7 Transparent wrappings on meat; when and how to be labeled, etc. (a) Glassine, cellophane, or similar transparent wrapping containing meat or meat food product need not bear the name of the product, the inspection legend, or establishment number when such wrapping does not bear any printed feature or labeling of any description and therefore serves only the purpose of sanitation in the course of handling and transportation.

(b) When such wrapping is tied or otherwise sealed, or bears any name, monogram, or other feature, or contains a label on which any such feature is exposed to view beneath the wrapping, the latter must be regarded as an immediate or true container. The name of the product, inspection legend, and establishment number must be printed on the transparent wrapping or applied by means of an approved label securely affixed to or inserted beneath the wrapping, provided that when the label is so inserted the wrapping is designed to remain on the product and to retain the label until removed by the consumer. Should it develop that the inserted label becomes separated from the product in the course of distribution, such circumstance will necessitate the discontinuance of the insertion of the label or the adoption of methods which will preclude its ready removal.

(c) Permission to insert the label as authorized above applies only to such products as sliced bacon, dried beef, sliced ham, sausage, hams, picnics, butts, and similar articles which are immediately inclosed in cellophane or other transparent wrapping, and does not contemplate the insertion of loose labels beneath transparent wrapping applied to containers, such as cartons.

(d) Transparent sheets which are merely inserted between layers of sliced bacon or similar products or are so applied as to leave the ends of the product exposed are not classified as immediate or true containers and such sheets, and also labels which may be inserted beneath such sheets, are regarded as detachable devices to which the inspection legend should not be applied.

(e) Transparent wrappings which have been approved and are not in harmony with the ruling above, may be permitted to be used pending the prompt submission to the Washington office of information outlining the approval number and a description of each of such containers, together with a statement indicating the number

on hand and the length of time estimated to exhaust the supply.* [SRA, BAI 250, Feb. 1928]

17.8 Inspection legend on cellophane wrappers. The inspection legend on cellophane wrappers applied direct to meat and products, is often partially or entirely obscured owing to the fact that the products do not afford a uniform and contrasting background. Accordingly, on all new supplies of such wrappers the inspection legend should be printed on an opaque background of a uniform color in sharp contrast to that of the legend, and with letters of such size and style as to give this feature the prominence prescribed in § 17.2. This does not apply to plain cellophane wrappers bearing no printed features.* [SRA, BAI 275, Mar. 1930]

17.9 Gelatin coatings for smoked meats; marking of products contained in. Protective coatings of gelatin, with or without sugar, glucose, or like substances, applied to cuts of smoked meat so as to form a tough, separable, protective coating, which is not consumed with the product, are held to constitute immediate or true containers. When such coatings are applied, the products should be marked with the essential features of a trade label, namely, the true name of the product, the inspection legend, and the establishment number. When interstate shipments are involved, the statement of weight should also be applied. [SRA, BAI 324, Apr. 1934]

17.10 Trade labels to be approved by department; statement of kind and percentage of ingredients may be required.

(a) No trade label shall be used until it has been approved in its final form by the Department. Triplicates of new trade labels in the form of sketches, proofs, or photographic copies shall be submitted through the inspector in charge to the Department for approval, and finished trade labels shall not be prepared in advance of such approval of sketches. After trade labels have been printed, lithographed, or embossed in accordance with the approved sketches or proofs, they shall be submitted in quadruplicate through the inspector in charge for final approval and filing.

(b) All trade labels, whether in the form of sketches, proofs, or finished labels, which are submitted to the Department for final ́approval, shall, when the Chief of Bureau shall so require, be accompanied by a statement showing the kinds and percentages of the ingredients of the product in any container on which it is desired to use the label. Approximate percentages may be given in cases where the percentages of ingredients may vary from time to time, if the limits of variations are stated.*t [Reg. 17, sec. 3]

17.11 Approval of labels and other markings on meat and products; simplified procedure authorized. With the view to simplifying the approval of labels and other markings on meat and prod. ucts the following procedure is authorized:

(a) The approval of any paper label, lithographed label, wrapper, carton, corrugated or fiber container, paper tub, cup, and similar package, liner, circle, ink brand and burning brand should be accepted by

inspectors as authority to permit the use of larger materials on which all features of the marking are proportionately enlarged. Such approval may also be considered as in blanket form so far as concerns the figures denoting the net weight. However, when materials are corrected by obliterating any features, including figures or statements of weight, such correction will necessitate the resubmission for approval of the materials involved.

(b) Lithographed labels may be submitted for final approval in the form of paper take-offs in lieu of the metal sections of the containers. Such paper take-offs should not be in the form of negatives but should be a complete reproduction of the label as it will appear on the package, including any color scheme involved.

(c) The approval of paper labels may be considered as in blanket form in so far as concerns the name or name and address of the distributor. Accordingly, a master or stock label from which the name of the distributor is omitted may be submitted and the approval of such label will obviate the necessity of individual approval of the label in which the name or name and address of the distributor is inserted. (d) In cases where it is shown to the satisfaction of the inspector in charge that reprints of formerly approved labels differ slightly from the approved copies owing to printers or clerical error and such difference is inconsequential the inspector in charge is authorized to approve tentatively such materials for use pending prompt submission to the Washington office.

(e) The mere addition to approved labels of the words "Registered in U. S. Patent Office" or an equivalent statement will not necessitate the resubmission for approval of labels so modified.

(f) Cartons and similar containers may be submitted in the form of photostatic proofs and when such proofs are marked by the bureau with stamp indicating unqualified approval, such approval may be accepted as authorizing the use of the finished containers without additional approval.

(g) With a view to reducing existing files establishments may, if they so desire, submit four photostatic copies of each previously approved carton or similar container accompanied by a reference to the previous approval number and a request that they be marked with stamp of approval and number in duplicate of those assigned to the original copies. Upon the return of such photostatic copies marked as indicated they may be substituted in place of the originals in the bureau station files.

(h) In the case of fiber or corrugated containers, if photostatic copies are not submitted, the printed layer known as the craft sheet should be separated from the pulp or corrugated body of the container and submitted for approval in lieu of the complete container. The printed layers of all of the sections of the container (except such as are duplicates and of which only a representative section need be submitted) should be assembled so as to result in a complete unit representing all the printed matter on the container. The craft sheets described may be obtained from the manufacturer of the containers at the time supplies are printed, but if for any reason they are not thus obtained they should, previous to their submission for
