RESCISSION PROPOSALS

This budget contains proposals to reduce 1997 spending by $5.2 billion. These proposed reductions include $0.4 billion in proposed rescissions detailed below and $4.8 billion in reduced limitations and other proposed savings detailed in the Supplemental Proposals chapter of the Budget.

Under the provisions of the Impoundment Control Act of 1974 (Public Law 93-344), whenever the President proposes a rescission of enacted appropriations, a special message must be sent to the Congress giving details of the proposals. Included below are related budget schedules and narrative explanations of proposals submitted in a special message at the time this budget was transmitted.

The Administration and the Congress agreed to make market development the primary purpose of the P.L. 480 direct credit program in the 1996 Farm Bill. This streamlined focus allows for a greater targeting of program resources on the most promising market development opportunities. This $3.5 million rescission of Title I Ocean Freight Differential funds, when combined with a proposed rescission of $46.5 million in subsidy budget authority in the P.L. 480 direct credit program account, totals a proposed $50 million reduction that would bring the net 1997 budget authority for the program as a whole to $151 million. Commodity shipments would be reduced by approximately 200,000 metric tons as a result of this proposed rescission. However, allocations of Title I commodity assistance that have already been announced for 1997 would not be affected by the proposed rescission because the reduction in program funding will be taken from a reserve

The National Council on Disability (NCD) is composed of 15 members appointed by the President and confirmed by the U.S. Senate. Established under the Rehabilitation Act of 1973, as amended, NCD is responsible for reviewing laws, programs, and policies of the Federal Government affecting people with disabilities. NCD also makes recommendations on issues affecting Americans with disabilities and their families to the President, the Congress, the Rehabilitation Services Administration, the National Institute on Disability and Rehabilitation Research, and other Federal Departments and agencies, as may be appropriate.

The National Capital Planning Commission is the central planning agency for the Federal Government in the National Capital Region. It develops long-range plans and conducts project reviews in order to enhance the National Capital's historical, cultural and natural resources. During 1998 major emphasis will be placed on implementing key Monumental Core First Initiatives aimed at assisting the Administration's efforts in revitalizing the District of Columbia, and work to expand the Washington Geographic Information Systems (WGIS) project, a cooperative effort in the National Capital Region to capture, display and analyze geographically-based data.

The National Bankruptcy Review Commission, created by 99.9 the Bankruptcy Reform Act of 1994, is required to conduct a comprehensive study of the nation's bankruptcy laws and to submit a final report to Congress, the President and the Chief Justice of the Supreme Court by October 20, 1997.

For necessary expenses to carry out functions of the Merit Systems Protection Board pursuant to Reorganization Plan Numbered 2 of 1978 and the Civil Service Reform Act of 1978, including services as authorized by 5 U.S.C. 3109, rental of conference rooms in the District of Columbia and elsewhere, hire of passenger motor vehicles, and direct procurement of survey printing, [$23,923,000] $24,450,000, together with not to exceed $2,430,000 for administrative expenses to adjudicate retirement appeals to be transferred from the Civil Service Retirement and Disability Fund in amounts determined by the Merit Systems Protection Board. The Merit Systems Protection Board's mission is to assist Federal agencies in running a merit-based civil service system. The MSPB accomplishes its mission on a case-by-case basis through hearing and deciding employee appeals, and on a systematic basis by reviewing significant actions and regulations of the Office of Personnel Management (OPM) and conducting studies of the civil service and other merit systems. The intended results (outcomes) of MSPB's efforts are (1) to increase the assurance that personnel actions taken against employees are processed within the law, and (2) that actions taken by OPM and other agencies support and enhance Federal merit principles.
