CHARLES E. BENNETT, A REPRESENTATIVE FROM FLORIDA, CHAIRMAN, SEAPOWER AND STRATEGIC AND CRITICAL MATERIALS SUBCOMMITTEE Mr. BENNETT. The subcommittee will come to order. Three pieces of legislation are before us today: H.R. 3980, H.R. 626, and H.R. 3544. We will first consider H.R. 3980 followed by H.R. 626 and then H.R. 3544. H.R. 3980 is a private bill, introduced by Congressman D'Amours, to allow the obsolete U.S.S. Albacore (AGSS-569) to be transferred to the Portsmouth Submarine Memorial Association before expiration of the otherwise applicable 60-day congressional review period. A notice of the Secretary of the Navy's intention to transfer the ex-Albacore to the Portsmouth Submarine Memorial Association was circulated to all members of the Armed Services Committee, and no member has indicated an objection to the transfer. The bill, H.R. 3980, would simply allow the transfer to proceed upon enactment rather than waiting 60 days of continuous session of Congress before the transfer. Depending upon the adjournment date this year, the 60-day period could extend into next year. We have with us today Congressman Norman E. D'Amours, who will testify on this bill.
