AN ACT

To reimburse the Institute for the Deaf and Dumb for the amounts
belonging thereto, expended by the Board of Public Lands and
Buildings for necessary repairs upon the State Penitentiary and
Capitol buildings.

Be it enacted by the Legislature of the State of Nebraska:

SECTION 1. That the sum of three thousand and nineand dumb in- ty-five dollars and two cents be and the same is hereby appropriated out of any moneys in the state treasury not otherwise appropriated, for the re-payment to the Institute for the Deaf and Dumb, of the sum of three thousand ninety-five dollars and two cents, belonging to the funds of the said institute, borrowed from said institute by the board of public lands and buildings, and by said board expended in making necessary repairs upon the state penitentiary and the capitol building.

Be it enacted by the Legislature of the State of Nebraska:

SECTION 1. SEC. 2. That the sum of three thousand dollars Workshop. SEC. 4. Upon the day specified in said advertisement, said board shall proceed to examine such plans and specifications and adopt the one best calculated to subserve the wants of the institution; but the board shall reserve the right to reject any or all of such plans, if in their judgment it is for the best interest of the state so to do.

SEC. 5. In case no plan is adopted, the board shall continue to advertise, as provided for in section three of this act, until a plan is accepted.

SEC. 6. Upon the adoption of a plan, said board shall advertise in the way and manner as provided for in section three of this act, for sealed proposals to build said building according to plans and specifications adopted. Said bids shall be accompanied by a good and sufficient bond in the sum of five hundred dollars ($500) for the faithful performance of said proposition.

SEC. 7. Upon the day specified in said advertisement, it shall be the duty of said board to open and examine all such bids and award such contract to the lowest and best responsible bidder; Provided, that in no case shall such bid exceed the amount limited in section three of this act; and the board shall preserve the right to reject any or all bids, and in case all bids are rejected, said board shall continue to advertise as provided by section five of this act.

SEC. 8. Before entering upon his contract, the contractor shall be required to execute a good and sufficient bond, to be approved by said board in the sum of five thousand dollars ($5,000) for the faithful performance of said contract; said contractor to receive fifty (50) per cent of the contract price when the walls of said building are up and the roof is on, and the balance due him

shall be paid whenever said building is completed and accepted by said board of public lands and buildings.

SEC. 9. That the sum of six hundred dollars ($600), other improveor so much thereof as may be necessary, is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated, for the purpose of putting on a new shingle roof on what is known as the "old building" of said institute, and putting down some new hard wood floors in the halls, laundry, and other rooms where most needed; also for putting on new hard wood treads on the stairways of said building; all of said repairs to be under the control of the board of public lands and buildings.

SEC. 10. That the sum of four hundred dollars ($400) Cisterns. is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated, or so much thereof as shall be necessary, for the purpose of constructing two (2) cisterns of not less than five hundred barrels (500) capacity each, to be well and substantially constructed under the supervision of said board of public lands and buildings.

SEC. 11. That the sum of five hundred dollars ($500), well. or so much thereof as may be necessary, is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated, for the purpose of constructing a dug well, of not less than five (5) feet in diameter, to be substantially walled with either stone or brick, as the board may choose; also for a good wind mill and pump for said well; the board shall locate said well where it shall best accommodate the wants of said institute, all things considered.

SEC. 13. The auditor of public accounts is hereby authorized to draw his warrant on the state treasurer for any amount not exceeding the amounts mentioned in the several sections of this act, on the funds specified, whenever the proper vouchers approved by the board of public lands and buildings are presented to him for payment.

SEC. 14. An emergency existing this act, shall take effect and be in force from and after its passage. Approved, February 27, a.d. 1879.

AN ACT

To provide for the payment of salaries due stenographic reporters of the district courts.

WHEREAS, At the fourteenth session of the legislature of the state of Nebraska, an act providing salaries for the official stenographers of the various judicial districts, instead of a per diem pay, was passed, to take effect from and after the 15th day of May, 1877; and

WHEREAS, Owing to a clerical error in making up the appropriation bill at the close of said fourteenth session, provision was not made for paying said salaries of said official stenographers; therefore

Be it enacted by the Legislature of the State of Nebraska:

SECTION 1.
