The Lewis Research Center has unlimited authority to execute contracts and has limited authority to approve the execution of contracts. Normally, all contracts exceeding $2.5 million entered into by negotiation must be submitted to Headquarters, NASA, for review and approval. Contracts awarded as a result of formal advertising may be approved at the Center level regardless of the dollar value. Within Lewis Research Center, approval authority has been redelegated as follows:

To the Chief, Procurement & Supply Division, full authority subject only to such restrictions as are set forth in the NASA procurement regulations and applicable public law.

To the Assistant Chief, Procurement and Supply Division, $1 million with full authority to act as Chief, Procurement and Supply Division in the Chief's absence.

To the five principal contracting officers serving as Chiefs of the procurement branches, $500,000.

Other redelegations to secondary contracting officers range from $250,000 down to $2,500.

Exceptions to the normal authority are incentive contracts, utility services, personal services, management consultant or advisory services, advanced payments, furnishing of real property or facilities exceeding $50,000, all leases of real property exceeding $25,000 annual rental.
